10 <br />scope of rehabilitation work needed to make the mobile home safe, <br />sound, and secure, and to bring it up to minimum code standards. <br />It was determined that: <br /> <br />• 378 (18.74%) mobile homes are in sound condition <br />• 990 (49.08%) mobile homes are in need of minor repairs <br />• 580 (28.76%) mobile homes are in need of major repairs <br />• 69 (3.42%) mobile homes are economically infeasible to <br />repair <br />• A total of 55 mobile home parks had vacant spaces (250 <br />vacant spaces). Of those parks with vacancies, the average <br />number of vacancies is 4.6 spaces with the largest number <br />of vacancies at one park of 28 spaces available with room to <br />expand. <br /> <br />• According to the 2010-2014 American Community Survey, there <br />are an estimated 4,089 mobile homes in Orange County, 7.3% of <br />the total housing units. This indicates that roughly half of all mobile <br />homes are located outside of mobile home parks. <br /> <br />• The average sales price for manufactured housing also has <br />continued to steadily increase with the smallest unit costing <br />approximately $39, 500 in 2010 to $45,000 in 2014 for 1,115 sq. ft. <br />unit and larger units ranging from $65,300 ($45.41/sq. ft.) to <br />$82,000 for a 1710 sq. ft. unit ($47.95/sq. ft.). The cost and or <br />lack of financing along with the cost of insurance makes even <br />this purchase difficult for low income households and has <br />caused this to become more of a rental option for land owners <br />and residents of the mobile home parks. A comparison of other <br />manufactured housing with stick built was also examined in the <br />AHSP. The AHSP recommends that the county continue to pursue <br />ways to work with landowners and owners of individual units to <br />preserve and expand this stock of housing where feasible and <br />environmentally suitable. <br /> <br /> <br />Persons with Disabilities <br /> <br />The 2007-2011 ACS data showed the number of disabled <br />individuals in Orange County to be approximately 11,180 or 8.4% of <br />the total population over the age of 5 (126,228). This is an indicator <br />of the need for housing for the disabled which are mainly low- and <br />moderate-income, and do not have housing resources that are <br />accessible and/or affordable. <br /> <br /> 125
