4 <br />B. COUNTY GOALS AND PRIORITIES: <br /> <br />The Orange County Board of County Commissioners adopted the <br />following five County Goals and Priorities for Fiscal Year 2009 and has <br />reaffirmed them through to 2016. While this AHSP most specifically <br />addresses Goal One, it connects to and supports each of these five goals. <br /> <br />Goal One: Ensure a community network of basic human services and <br />infrastructure that maintains, protects and promotes the well-being <br />of all County residents. <br /> <br />Goal Two: Promote an interactive and transparent system of <br />governance that reflects community values. <br /> <br />Goal Three: Implement planning and economic development policies <br />which create a balanced, dynamic local economy, and which <br />promote diversity, sustainable growth and enhanced revenue while <br />embracing community values. <br /> <br />Goal Four: Invest in quality County facilities, a diverse work force, <br />and technology to achieve a high performing County government.\ <br /> <br />Goal Five: Create, preserve, and protect a natural environment that <br />includes <br />clean water, clean air, wildlife, important natural lands and <br />sustainable energy for present and future generations. <br />The Orange County Board of Commissioners (BOCC) met on January 29, <br />2016 for an annual retreat. In reviewing the five county goals of the <br />BOCC above, affordable housing was a high priority under Goal 1: Ensure <br />a community network of basic human services and infrastructure that <br />maintains, protects, and promotes the well-being of all county residents. <br />The Board further stated that there be a priority for decent, standard <br />housing options for all residents regardless of household income level and <br />that funds be used to develop a targeted number of units (set numerical <br />goal), especially rentals. The AHSP addresses this priority of the Board. <br /> <br />C. AFFORDABLE HOUSING NEEDS: <br />In developing an Affordable Housing Strategic Plan in Orange County, the <br />demographic and socio-economic characteristics of the County were <br />evaluated as a basis for determining and identifying affordable housing <br />issues in the County. Some of the findings as presented in the tables, <br /> 119
