At this <br />time there is no draft ordinance/policy for review or comment. <br /> <br />Planning staff believes it would be prudent for the Planning Board to complete its review, make <br />a recommendation on the text amendment as contained herein, and offer comment on the <br />Attorney’s concern/suggested course of action for BOCC consideration. <br /> <br />Procedural Information: In accordance with Section 2.8.8 of the UDO any evidence not <br />presented at the public hearing must be submitted in writing prior to the Planning Board’s <br />recommendation. Additional oral evidence may be considered by the Planning Board only if it is <br />for the purpose of presenting information also submitted in writing. The public hearing is held <br />open to a date certain for the purpose of the BOCC receiving the Planning Board’s <br />recommendation and any submitted written comments. <br /> <br />Planning Director’s Recommendation: The Planning Director recommends approval of <br />proposed text amendment and further recommends approval of the: <br />i. Statement of Consistency, as contained in Attachment 2, indicating the proposed text <br />amendment is consistent with the adopted Comprehensive Plan, is reasonable, and <br />in the public interest, and <br />ii. The text amendment as contained in Attachment 3. <br /> <br />FINANCIAL IMPACT: Please refer to Section C.3 of Attachment 1. <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals is applicable to <br />this agenda item: <br /> <br />GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br />ENVIRONMENTAL POLICIES <br />The fair treatment and meaningful involvement of people of all races, cultures, incomes <br />and educational levels with respect to the development and enforcement of <br />environmental laws, regulations, policies, and decisions. Fair treatment means that no <br />group of people should bear a disproportionate share of the negative environmental <br />consequences resulting from industrial, governmental and commercial operations or <br />policies. <br /> <br />RECOMMENDATION(S): The Planning Director recommends the Board: <br />1. Continue deliberation on the proposed amendment as necessary, <br />2. Consider the Planning Director’s recommendation, and <br />3.
