Because the UDO has been amended since these comments were made, referenced sections may be slightly off as some portions of the UDO have been <br />renumbered. <br />8 <br />Implementation Bridge - Future Phase Suggestions Planning Staff Comment <br />13.Rural Economic Development Area (REDA) regulations need to be <br />written. <br />A REDA conditional zoning district was adopted for the NC57/Speedway <br />area on June 5, 2012. Additional rural economic development areas are <br />not being contemplated at this time and are not supported by existing <br />small area plans. <br />14.Differentiate between urban and rural character -- applicable to <br />signage and subdivision impacts on transportation. <br />15. <br />Public notification requirements for public hearings and other <br />procedures that are more appropriate rural versus suburban <br />uses/districts (i.e., rural rezonings may require larger area of <br />notification). <br />The revisions to the public hearing process, scheduled to be considered <br />for adoption by the BOCC on November 5, 2015, expand the notification <br />boundary from 500 feet to 1,000 feet for all actions that require mailed <br />notifications. <br />16.Cluster development standards for suburban versus rural <br />developments. <br />Users should keep in mind that it is difficult to cluster development that <br />is not located on public water and sewer systems (or community well and <br />package treatment systems; package treatment systems are not <br />currently permitted in rural areas of the county). <br />17.Need updated Airport Regulations.Work on this topic began in late 2015 and is expected to be completed in <br />2016. <br />18.Regulating adult entertainment uses and nuisance related events <br />at these uses. <br />Work on adult entertainent uses is underway and is expected to be <br />completed in the first half of 2016. <br />19.Airport zoning, possibly as conditional zoning district.Work on this topic began in late 2015 and is expected to be completed in <br />2016. <br />20.Review telecommunications towers process.Staff considers this to be COMPLETED with the Telecom amendments <br />that were adopted on May 1, 2012. <br />21. <br />Section 2.5.3, No mention of lighting, natural areas inventory, solid <br />waste, or centralized recycling in requirements for information as <br />applications are submitted. Should be added. <br />22.Include hours of operation. Lighting comes to mind -- Section <br />5.14.2 (A) (1) <br />23.Add no fault well repair to requirements. <br /> 87
