The <br />language of the text amendments in Attachment 3 does not require a quorum of Planning Board <br />members in order to hold a quarterly public hearing. <br /> <br />At the request of Planning Board Chair Hallenbeck, staff created examples of expected timelines <br />for the revised processes. These examples are included in Attachment 4. <br /> <br />Procedural Information: In accordance with Section 2.8.8 of the UDO any evidence not presented <br />at the public hearing must be submitted in writing prior to the Planning Board’s recommendation. <br />Additional oral evidence may be considered by the Planning Board only if it is for the purpose of <br />presenting information also submitted in writing. The public hearing is held open to a date certain <br />for the purpose of the BOCC receiving the Planning Board’s recommendation and any submitted <br />written comments. <br /> <br />Planning Director’s Recommendation: The Planning Director recommends approval of the <br />Statement of Consistency, indicating the amendments are reasonable and in the public interest, <br />contained in Attachment 2 and proposed amendment package contained in Attachment 3. <br /> <br />FINANCIAL IMPACT: Existing staff will complete the necessary work required for this project. <br />Adoption of the proposed revisions is not expected to cause significant financial impacts <br />(negative or positive). <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals is applicable to <br />this agenda item: <br /> <br />GOAL: Enable Full Civic Participation <br />Ensure that Orange County residents are able to engage government through voting and <br />volunteering by eliminating disparities in participation and barriers to participation. <br /> <br />RECOMMENDATION(S): The Planning Director recommends that the Board: <br /> <br />1.
