Timeline Examples <br /> Perdita Holtz, Planning, 245-2578 <br /> Craig Benedict, Planning, 245-2592 <br /> <br /> <br />PURPOSE: To make a recommendation to the Board of County Commissioners (BOCC) on text <br />amendments to the Unified Development Ordinance (UDO) initiated by the Planning Director to <br />revise the existing public hearing process for UDO-, Comprehensive Plan-, and Zoning Atlas- <br />related items. <br /> <br />BACKGROUND: The “Amendment Outline Form” (Attachment 1) for these amendments was <br />approved by the BOCC at its June 2, 2015 regular meeting, after discussion of the topic at the <br />May 12, 2015 BOCC work session. Please see Section B of Attachment 1 for background and <br />analysis, including information on three objectives near the bottom of page 3 of the Amendment <br />Outline Form. <br /> <br />The amendment was presented at the September 8, 2015 quarterly public hearing. Agenda <br />materials from that meeting are available at <br />http://www.orangecountync.gov/document_center/BOCCAgendaMinutes/150908.pdf. Planning Board members who were <br />not able to attend the quarterly public hearing are encouraged to view the video prior to the <br />Planning Board meeting. <br /> <br />As a result of comments made at the public hearing, the following modifications have been made <br />to the amendment materials (depicted in orange text in Attachment 3): <br />• The newspaper legal advertisement for Special Use Permits will be retained. Staff will <br />work on language to be included in the legal ads to clarify who may testify in quasi-judicial <br />matters since the general public does not have standing in quasi-judicial matters but may <br />attend the hearing. <br />• The notice distance requirement for all types of amendments or projects that require <br />mailed notification is proposed to be increased from 500-feet to 1,000-feet.
