of Concept Plan approval, to prepare and file an application for Preliminary Plat <br />approval. <br />• FOURTH ACTION – Once a concept plan option is approved, the Planning Board <br />reviews and makes a recommendation on the approval of the Preliminary Plat for <br />the project. <br />STAFF COMMENT: The Planning Board will review the Preliminary Plat <br />application at its October 7, 2015 regular meeting. <br />• FIFTH ACTION – The BOCC reviews and takes action on the Preliminary Plat <br />application. <br />• SIXTH ACTION – If approved, and once all construction activities have been <br />completed or appropriate financial assurances have been approved, staff will sign <br />off on a Final Plat, which will be recorded in the Orange County Registrar of Deeds <br />Office. <br /> <br />Proposal: The petitioner has submitted a Major Subdivision Preliminary Plat application proposing to <br />develop a conservation cluster flexible development subdivision with 19 single-family residential lots <br />with an overall density of 1 dwelling unit per every 2.52 acres of land area. Please refer to Attachment 4 for the <br />minutes from this meeting. <br />STAFF COMMENT: The proposal is in accordance with the anticipated densities and <br />minimum lots sizes for parcels located within: <br />• The Rural Buffer land use category as defined within the adopted Comprehensive <br />Plan, <br />• Rural Designated areas of the County as denoted on the Growth Management <br />Systems Map, and <br />• The Rural Buffer – Rural Residential Area land use category as defined within the <br />Joint Planning Land Use Plan. <br />It should be remembered the clustering of lots is permitted in accordance with the <br />provisions of the UDO as well as in Section 6, Future Land Use – Joint Planning Area <br />of the Joint Planning Land Use Plan, which can be viewed utilizing the following link: <br />http://orangecountync.gov/planning/documents/JPALUPDocument.pdf <br /> <br /> 20
