Harvey, Planner III (919) 245-2597 <br />Craig Benedict, Director (919) 245-2575 <br /> <br /> <br />PURPOSE: To review and take make a recommendation on a Major Subdivision Preliminary Plat <br />application proposing a 19 lot single-family residential subdivision in accordance with the provisions <br />of Section 2.15 and Article 7 Subdivisions of the Unified Development Ordinance (UDO). <br /> <br />BACKGROUND: The Planning Board reviewed a Concept Plan for the subdivision, located within <br />the Chapel Hill Township near Whitfield and Erwin Roads, at its June 3, 2015 regular meeting. <br />Agenda materials for this meeting can be viewed utilizing the following link: <br />http://www.orangecountync.gov/PB_Agenda_Packet_June_2015.pdf. Minutes from the meeting are <br />contained within Attachment 4. <br /> <br />Development Process, Schedule, and Action: The typical cadence for the review of a major <br />subdivision is as follows: <br />• FIRST ACTION – Submission of a concept plan application containing a proposed <br />layout for the project based on a ‘conventional’ and ‘flexible’ development option. <br />STAFF COMMENT: As indicated at the June 3, 2015 Planning Board meeting a <br />complete concept plan application was submitted. <br />• SECOND ACTION – Planning staff schedules a Neighborhood Information Meeting <br />to invite property owners within 500 feet of the subject property to view the proposal. <br /> STAFF COMMENT: Staff held the required meeting on April 7, 2015. <br />• THIRD ACTION – The Planning Board shall review and make a recommendation on <br />the Concept Plan Application making a decision on whether the proposed <br />development should proceed as a ‘conventional’ or ‘flexible’ development. <br />STAFF COMMENT: At its June 3, 2015 regular meeting the Board voted <br />unanimously to approve the flexible development option for Henderson Woods. <br />Per Section 2.15.2 (G) (3) of the UDO the applicant has two years, from the date <br /> 19
