VOTE: 10 to 2 no (Lydia Wegman/Paul Gutherie) 1 <br /> 2 <br />Lydia Wegman: The same as before but I will note if this does move forward and the BOCC does want to approve this I 3 <br />support the amendment that is offered on a performance bond and I think that would be a significant improvement to 4 <br />the proposed change. 5 <br /> 6 <br />Paul Guthrie: I would echo that. I am not satisfied we have gone to the depth we should have gone to on both of these 7 <br />issues because they go a lot further than this committee. How do you measure impervious surface? 8 <br /> 9 <br />Michael Harvey: We are going out as staff with a measuring wheel and tape measure or a surveyor does it and we are 10 <br />making the surveyors notes are accurate. 11 <br /> 12 <br />Paul Guthrie: How do you know the surface you are measuring is impervious? 13 <br /> 14 <br />Michael Harvey: If it is gravel, covered by building a roof, if it is structure it is impervious. Impervious surface area is 15 <br />defined within the UDO as a surface composed of any material that impedes/prevents the natural infiltration of water 16 <br />into the soil. Such surfaces include concrete, asphalt and gravel surfaces. These include but are not limited to streets 17 <br />and parking areas, sidewalks, patios and structures that cover the land. It does not by state definition include the deck 18 <br />or the water in the swimming pool. 19 <br /> 20 <br />Paul Guthrie: It doesn’t’ include natural features. 21 <br /> 22 <br />Michael Harvey: Right. 23 <br /> 24 <br /> 25 AGENDA ITEM 9: UNIFIED DEVELOPMENT ORDINANCE (UDO) TEXT\ AMENDMENTS: To make a recommendation to 26 <br />the BOCC on government-initiated amendments regarding the review and permitting of 27 <br />temporary health care structures. This item was heard at the May 26, 2015 quarterly public 28 <br />hearing. 29 <br /> 30 <br /> Presenter: Ashley Moncado, Special Projects Planner 31 <br /> 32 <br />Ashley Moncado: Reviewed abstract. 33 <br /> 34 <br />Herman Staats: The building and efficiency or some other addition to a structure. I could do that anyway as long as my 35 <br />lot size allows me so nothing in what we discussed about this temporary health care structure prevented someone from 36 <br />using those if they wanted to? 37 <br /> 38 <br />Ashley Moncado: Correct. There are other options provided in the UDO. 39 <br /> 40 <br />Herman Staats: I didn’t understand why it’s so restrictive. 41 <br /> 42 <br />Craig Benedict: When you bring it back to the BOCC, we will explain that more. 43 <br /> 44 <br />Lisa Stuckey: If I go to page 73, 5-48 under 5.9 (a) 1, if I wanted to do one of these things and hire this company that 45 <br />would put one up, at that point, does it have to be a first or second degree relative? 46 <br /> 47 <br />Ashley Moncado: Yes.
