This item was reviewed at the hearing <br />where the following comments were made: <br /> <br />BOCC Member Comment: The proposed text amendment is too restrictive as <br />presented. Additional uses should be explored and discussed to allow more <br />options for residents to accommodate mentally or physically impaired individuals <br />on their property. <br /> <br />Staff Response: Existing standards contained in the Orange County <br />Unified Development Ordinance (UDO) allow for additional options in <br />caring for mentally or physically impaired individuals on a temporary or <br />permanent basis. One option includes efficiency apartments, also known <br />as accessory dwelling units, which may be constructed as an additional <br />dwelling unit, accessory to a single family residence. The UDO also allows <br />for temporary mobile homes for custodial care purposes to be placed as an <br />accessory dwelling unit to an existing single family residence through the <br />Class B Special Use Permit process. Both of these options would allow <br />individuals to provide onsite care to impaired relatives. Standards outlined <br />in the UDO also provide for the creation of Family Care Homes and Group <br />Care Facilities. The UDO also allows for up to three unrelated persons to <br />live together in a dwelling unit. This would allow residents wanting to <br />provide care to impaired individuals who are unrelated to do so. If <br />warranted, planning staff can work with the Planning Board to explore <br />additional potential options to address this concern. <br /> <br />September 1, 2015 – Receive Planning Board recommendation <br />d.
