A local resident expressed support for proposal and concern over <br />the process employed by developers to allocate impervious surface <br />area within their projects. <br />STAFF COMMENT: The concern is being reviewed. <br />e. A Board member asked if there were sufficient staff within Erosion <br />Control to complete required inspections of stormwater systems. <br />STAFF COMMENT: The Director indicated an additional Erosion <br />Control officer would be hired in 2016 to address the increased <br />workload for the Department. Additional staff, however, may be <br />necessary if more BMPs are installed throughout the County <br />requiring monitoring and inspection. <br />f. There was general discussion over OWASA’s review comments. <br />For more information on OWASA’s recommendation please refer to <br />Attachment 3 of the May 26, 2015 Quarterly Public Hearing <br />package which can be viewed <br />at: http://www.orangecountync.gov/150526QPHKC.pdf. <br />g. Staff informed the BOCC and Planning Board a comment from <br />Commissioner Barry Jacobs had been received suggesting the <br />proposed modification option not be applicable in Critical Watershed <br />Protection Overlay Districts (i.e. Upper Eno, Cane Creek, University <br />Lake Critical areas) to ensure water quality in these areas is not an <br />issue. <br />June 16, 2015 - Receive Planning Board recommendation. <br /> <br /> <br />d. Planning Board Review: <br />April 1, 2015 – Planning Board Ordinance Review Committee (ORC). <br />The ORC met on April 1, 2015 to review this item. There was general <br />discussion over the implications of the proposed amendment and the <br />process by which a property owner would obtain additional impervious <br />surface area. <br />June 3, 2015 – Recommendation. <br />48
