particular use. <br /> <br />Because of the uniqueness of the Rural Buffer, some of the uses applicants may <br />apply for as an ASE-CZ rezoning request will not be available for properties located <br />in the Rural Buffer land use classification. The following uses have been deemed too <br />intensive to be considered for the Rural Buffer: <br /> <br />• Composting operation, with grinding • Stockyards / Livestock Markets <br />• Meat Processing Facility, Regional • Sawmills <br /> <br />Additionally, the Towns of Carrboro and Chapel Hill have recommended that the <br />following four uses be deleted from consideration for location within the Rural Buffer: <br /> <br />• Agricultural Processing Facility • Winery with Major Events <br />• Microbrewery with Major Events • Assembly Facility Greater than 300 <br />Occupants <br /> <br /> <br />Use-specific development standards for most of the new uses are located in in Article <br />5. The standards are intended to mitigate any adverse impacts a proposed use may <br />cause to adjacent properties. Additionally, the development standards applicable to <br />all development in Orange County (Article 6 of the UDO) will apply to the uses <br />included in this amendment; examples of the standards in Article 6 are: land use <br />buffers, parking, signage, stream buffers, and performance standards such as noise. <br /> <br />The Land Use and Zoning Matrix in the Comprehensive Plan is proposed to be <br />amended to show that the ASE-CZ zoning district could be applied in the Rural Buffer <br />land use classification. <br /> <br />Completion of the ASE zoning program is included in the County’s adopted (2009) <br />Agricultural Development and Farmland Protection Plan available at: <br />http://www.orangecountync.gov/ercd/documents/farmland%20protection/Orange%20 <br />County%20ADFPP%20Adopted%2011-17-09.pdf <br /> <br /> <br />3.
