<br />The Board of County Commissioners (BOCC) is scheduled to take action on the Joint Planning <br />Land Use Plan and Agreement amendments at its meeting on April 7. The BOCC approved the <br />previous version of the amendments to the Joint Planning documents in June 2014 but must <br />reconsider the amendments which contain new language. <br /> <br />Public Hearing <br />The proposed Comprehensive Plan and UDO amendments were heard at the February 24, <br />2014 joint public hearing. Attachment 4 is the minutes of the public hearing. <br /> <br />Procedural Information <br />In accordance with Sections 2.3.10 and 2.8.8 of the Unified Development Ordinance, any <br />evidence not presented at the public hearing must be submitted in writing prior to the Planning <br />Board’s recommendation. Additional oral evidence may be considered by the Planning Board <br />only if it is for the purpose of presenting information also submitted in writing. The public <br />hearing is held open to a date certain for the purpose of the BOCC receiving the Planning <br />Board’s recommendation and any submitted written comments. The Resolutions adopted by <br />the Towns of Carrboro and Chapel Hill (Attachment 5) should be considered written comments. <br /> <br />Planning Director’s Recommendation <br />The Planning Director recommends approval of the Statement of Consistency, indicating the <br />amendments are reasonable and in the public interest, contained in Attachment 2 and proposed <br />amendment package contained in Attachment 3. <br /> <br />The amendments, since originally heard at public hearing in 2014, are reasonable and represent <br />common ground that helps implement agricultural business goals. <br /> <br />FINANCIAL IMPACT: See Section C.3 in Attachment 1. <br /> <br /> <br />RECOMMENDATION: The Planning Director recommends the Planning Board: <br />1. Deliberate on the petition as desired, <br />2. Consider the Planning Director’s recommendation, and <br />3. Make a recommendation to the BOCC on the Statement of Consistency and proposed <br />amendment package in time for the May 5, 2015 BOCC meeting. <br /> <br />10
