Gordon, Earl McKee Bernadette Pelissier, Renee Priceand Penny Rich <br />COUNTY COMMISSIONERS ABSENT: <br />COUNTY ATTORNEY PRESENT: James Bryan (Staff Attorney) <br />COUNTYSTAFF PRESENT: Interim CountyManager Michael Talbert and DeputyClerk to the <br />Board David Hunt (All other staff members will be identified appropriately below) <br />PLANNING BOARD MEMBERSPRESENT: Planning Board membersMaxecine Mitchell, <br />Johnny Randall, Paul Guthrie, Herman Staats, Tony Blake, and H.T. "Buddy" Hartley <br />PLANNING BOARD MEMBERS ABSENT: Chair Pete Hallenbeck, Lisa Stuckey, Andrea <br />Rohrbacher and James Lea <br />Chair Jacobs called the meeting to order at 7:03 pm. He reviewedthe following items at <br />the members' places: <br />Booklet/Blue Sheets/Cream Sheets/PowerPoint— Item C-1 — Class A Special Use <br />Permit <br />Letter— Item C-3 - Unified DevelopmentOrdinance (U DO) Text Amendment <br />A. OPENING REMARKS FROM THE CHAIRS <br />B. PUBLIC CHARGE <br />The Chair dispensed with the reading of the public charge. <br />C. PUBLICHEARING ITEMS <br />Planning Board Member Buddy Hartley introduced this item. <br />1. Class A Special Use Permit - To review a Class A Special Use Permit application <br />seeking to develop a solar array/publicutility station on two parcelsofproperty, totaling <br />approximately 52 acres in area, off of Redman Road between the railway and Interstate <br />85/40 in Cheeks Township. <br />Buddy Hartley: An item involving a special use permit isa quasi-judicial setting, so <br />approval or denialof such permits are based on sworn testimony and evidence from individuals <br />who are speaking before the Board. So, we will ask that all individuals that wish to speak on <br />this be sworn to before theclerk. <br />Those who were speaking to this item were thensworn in. <br />Michael Harvey: Good evening.
