Chart of Proposed Standards and <br />Resident Input/Suggestions <br />INFORMATION CONTACT: (919) <br />Perdita Holtz, Planner III, 245-2578 <br />Craig Benedict, Planning Director, 245- <br />2592 <br /> <br /> <br /> <br /> <br />PURPOSE: To make a recommendation to the BOCC on Planning Director initiated <br />amendments to the Comprehensive Plan, Unified Development Ordinance (UDO), and Zoning <br />Atlas to establish two new zoning overlay districts in the Efland area. <br /> <br />BACKGROUND: The proposed amendments were heard at the February 24, 2014 quarterly <br />public hearing (materials available at: http://orangecountync.gov/occlerks/140224.pdf and the <br />minutes are included as Attachment 4). The Planning Board received an update on this topic <br />at its February 4, 2015 meeting (materials available <br />at: http://orangecountync.gov/planning/documents/2.3.15PBPacket_web.pdf). <br /> <br />See Section B.2 of Attachment 1 for additional background information. <br /> <br />98 parcels containing approximately 157 acres are located in the proposed Efland Village <br />Overlay District. 64 parcels containing approximately 275 acres are located in the proposed <br />Efland Interstate Overlay District. These figures include road and rail rights-of way. <br /> <br />Procedural Information: In accordance with Sections 2.3.10 and 2.8.8 of the Unified <br />Development Ordinance, any evidence not presented at the public hearing must be submitted <br />in writing prior to the Planning Board’s recommendation. Additional oral evidence may be <br />considered by the Planning Board only if it is for the purpose of presenting information also <br />submitted in writing. The public hearing is held open to a date certain for the purpose of the <br />BOCC receiving the Planning Board’s recommendation and any submitted written comments. <br /> <br />Planning Director’s Recommendation: The Planning Director recommends approval of the <br />Statement of Consistency, indicating the amendments are reasonable and in the public <br />11
