Strongly recommended for all other projects <br />(e.g., text amendments, general use districts) <br />Staff Representatives of various County <br />departments and other agencies, as needed <br />BOCC Decision * <br />An increase in frequency is no longer being suggested. <br />Staff recommends trying the new process for a period of <br />time before potentially revisiting whether the frequency of <br />public hearings for legislative items should be increased. <br />Planning Board members would be encouraged to attend <br />but a quorum of members would not be necessary in order <br />to hold the hearing. <br />The public hearing would be closed at the conclusion of <br />the hearing. Written comments would no longer be the <br />required method of making comments after the public <br />hearing. <br />At the conclusion of the hearing, the BOCC could do the <br />following: <br />1. Defer a decision to a later BOCC meeting date <br />(items would no longer be listed on the public <br />hearing portion of the later BOCC agenda and the <br />public could make oral comments). <br />2. Refer an application back to the Planning Board for <br />further review. <br />3. Make a decision at the conclusion of the hearing. <br />This is a proposed new step in the process to <br />accommodate the ability of the Planning Board to <br />hear from the public prior to making a <br />recommendation and to involve the public in the <br />process earlier. <br />The draft legal ad would no longer be a Consent Agenda <br />item. It would be circulated via e-mail to BOCC members <br />a few days prior to publication with the County Manager, <br />Attorney, and Planning Director resolving any conflicting <br />comments. <br /> <br /> <br />Planning Board Meeting to <br />Review Application / Make <br />Recommendation * <br />Mail Notifications (for map <br />amendments only) via first <br />class mail about the Planning <br />Board meeting to <br />adjacent/nearby property <br />owners and post sign(s) on <br />property <br />The Planning Department intends to begin <br />posting a list of applications received on its <br />website so members of the public can be <br />informed about projects early in the process. <br />The public could comment at the meeting where the <br />Planning Board reviews legislative items (the existing <br />requirement for written comments only would be <br />removed). Planning Board action could be: <br />1. Make a recommendation to the BOCC. <br />2. Make a preliminary recommendation to the <br />BOCC with a request that if significant new <br />information is presented at the public hearing, <br />the BOCC will send the item back to the <br />Planning Board for further review and a <br />potential new recommendation. <br /> <br /> <br />Attachment 2 <br />* = Public could speak <br />53
