The Utility District could also have policies in place to recoup the cost of utility <br />installation in the event the property is (re)developed such as decreasing costs for long-term <br />residents. There are many large parcels of un- (or under-) developed land in the area and <br />bringing urban services to the area may encourage development. As the sewer project provides <br />service to the 86 identified parcels, we believe there is an efficiency of scale to providing utility <br />services to other unserved properties in the area, which can help offset and reduce overall costs <br />of the project. <br /> <br />ANNEXATION OF PUBLICLY-OWNED PROPERTIES: Another one of the recommendations <br />of the task force was for annexation of the county-owned properties in the Historic Rogers Road <br />neighborhood. These properties are shown on the map below. Annexation of these properties <br />could allow for Town funds to be expended for sewer service to those parcels and potentially <br />other properties that would be served along the way. <br /> <br /> <br /> <br />We encourage the County to consider petitioning the Town Council for annexation of these <br />properties. <br /> <br />10
