2 <br /> <br />B. RATIONALE <br />1. Purpose/Mission <br />Multi-department/advisory board review of UDO private road, access and trail system <br />standards with respect to Comprehensive Plan Goals and Objectives, and develop <br />amendments for consideration. <br /> <br />2. Analysis <br />In its accepted 2014 Work Plan, the following activity was identified for the <br />OUTBoard: <br />• Begin examination of UDO Section 7.8 Access and Roadways (Attachment 2) <br />with respect to the goals and objectives of the Transportation Element of the <br />Comprehensive Plan to determine consistency, and seek BOCC authorization <br />to develop recommendations of applicable amendments to the UDO to take to <br />the Planning Board. <br /> <br />Likewise, in its accepted 2014 Work Plan, the Planning Board identified the following <br />activity as a concern/emerging issue: <br />• Emergency Access: Work with appropriate staff/departments to better ensure <br />properties can be reached by emergency personnel (e.g., driveway width and <br />clearance, bridge weight limit signage and sufficiency to allow a fire truck to <br />pass, gate width, and curve radii sufficient for emergency vehicles). <br /> <br />Multi-Department/Advisory Board Review <br />On April 16, 2014 the OUTBoard reviewed and discussed issues relating to selected <br />private road and access standards of the UDO. The Board recommended that the <br />Board of County Commissioners (BOCC) direct Planning staff to review these <br />standards, and also trail system standards, and develop amendments to the UDO for <br />consideration. On May 20, 2014 the BOCC authorized staff to move forward with the <br />OUTBoard’s recommendation to proceed as proposed, including coordinating with <br />other County departments, and return to the Board in the Fall with an update and <br />request for further authorization to proceed. <br /> <br />Planning staff met with Department of Environment, Agriculture, Parks and <br />Recreation (DEAPR) staff on June 16, 2014 to discuss emergency access to trail <br />systems. As a result, draft goal and objectives were developed for accommodating <br />emergency service personnel needing to access people using trails at Orange <br />County parks and nature preserves administered by the Orange County Department <br />of Environment, Agriculture, Parks and Recreation (DEAPR) (Attachment 3). On <br />August 20, 2014 DEAPR staff presented the Draft Parks & Recreation Master Plan to <br />the OUTBoard, and as part of its comments the Board recommended that the <br />emergency access goal and objectives be included in the Plan. <br /> <br />On July 9, 2014 staff met with the Fire Chief Council to discuss private road and <br />access standards and receive comments. The Council’s comments are provided in <br />Attachment 4. <br /> <br /> <br />100
