7 - 3 <br />Orange County Comprehensive Parks and Recreation Master Plan <br /> CHAPTER 7 - Linkages with 2030 Comprehensive Plan and Other County Plans 7 <br />Carrboro <br />Carrboro’s Recreation and Parks Comprehensive <br />Master Plan (2006) emphasizes an interest in <br />partnering with Chapel Hill and Orange County to <br />help meet the needs of its residents. Homestead <br />Aquatics Center, Southern Community Park, and the <br />planned Twin Creeks (Moniese Nomp) Park are <br />examples of facilities that Carrboro residents are <br />likely to use although not operated by Town of <br />Carrboro. <br /> <br />Carrboro has about 112 acres of parks and <br />recreation facilities and three miles of greenway <br />trails and bike paths. The Town intends to acquire <br />land for additional greenway trails that would <br />connect with the Bolin Creek and Morgan Creek <br />Greenway segments developed in Chapel Hill. <br />Moreover, Carrboro aims to link its planned trail <br />system to a broader network of greenways in the <br />Triangle region. <br />Chapel Hill <br />Chapel Hill’s Comprehensive Park Plan (May 2013) <br />identifies future needs for park acreage and <br />recreation facilities, and describes how the Town <br />could interface with the other recreational providers <br />in the community. The plan notes that although <br />Orange County offers a variety of parks and <br />recreation opportunities throughout the county, <br />there are no developed County parks serving the <br />Chapel Hill area. The plan states that many of the <br />residents in the underserved areas of the county <br />utilize Town of Chapel Hill facilities to meet their <br />recreational needs. <br /> <br />The plan recommends that the Town and County <br />work together to minimize duplication and explore <br />opportunities for joint development and use of <br />facilities. Examples include the coordination of the <br />trail systems and to initiate development of the <br />County-owned parkland on Millhouse Road and <br />Eubanks Road. The plan recommends the Town <br />explore the possibility of forming an agreement with <br />the County to develop a sports complex on <br />Millhouse Road. <br /> <br />The plan also describes how Chapel Hill partners <br />with Chapel Hill-Carrboro City Schools (via joint-use <br />agreements) to develop outdoor and indoor <br />facilities that serve the needs of both the schools <br />and area residents. The plan also notes that the <br />Town has a unique opportunity to partner with the <br />University in providing recreation opportunities to <br />Chapel Hill residents and students. <br /> <br />81
