7 - 1 <br />Orange County Comprehensive Parks and Recreation Master Plan <br /> CHAPTER 7 - Linkages with 2030 Comprehensive Plan and Other County Plans 7 <br /> <br />Recreation Element (Chapter 7 of the Comprehen- <br />sive Plan) provides guidance and direction for <br />recreation facility and park planning efforts in the <br />unincorporated areas of Orange County. The goals <br />and objectives serve as the foundation for establish- <br />ing future parks and recreation policies and action <br />strategies undertaken by the County, its advisory <br />boards, and its staff. The Parks and Recreation <br />Element identifies one overarching goal and five <br />goals. These goals emphasize the inclusion of every <br />county resident by recognizing and responding to <br />the changing needs of different age groups, genders, <br />ethnicities, and abilities. <br />OC Comprehensive Plan Goal Parks and Recreation Linkage <br />Energy conservation, sustainable use of non-polluting <br />renewable energy resources, efficient use of non- <br />renewable energy resources, and clean air. <br />[Natural & Cultural Systems Goal 1] <br />Park facility design and maintenance can support this goal by employing <br />energy-efficiency strategies and principles in designing buildings and <br />grounds as well as equipment use. Locating parks closer to populations <br />or on public transit lines will reduce car trips to park facilities. Also, by <br />creating walking trails that link communities to schools, parks, commu- <br />nity centers and other public gathering places. <br />Economic viability of agriculture, forestry, and horticul- <br />ture and their respective lands. <br />[Natural & Cultural Systems Goal 2] <br />Parks and recreation planning can support these entrepreneurial activi- <br />ties by considering the presence of highly productive lands that support <br />agriculture and forestry in land acquisition activities. <br />Infrastructure and support systems for local and regional <br />agriculture. <br />[Natural & Cultural Systems Goal 3] <br />Parks and recreation planning can support this goal by being aware of <br />agricultural systems and possibly offering contracts to farmers for some <br />maintenance of parklands. <br />Preservation of historic, cultural, architectural and archae- <br />ological resources, and their associated landscapes. <br />[Natural & Cultural Systems Goal 4] <br />Park development and operations can support this goal by preserving <br />and protecting (and when appropriate, restoring) cultural resources on <br />parkland such as historic structures and archaeological sites. <br />Awareness and appreciation of the diverse cultural history <br />and heritage of Orange County and its residents. <br />[Natural & Cultural Systems Goal 5] <br />Park and recreation design and programming can increase public aware- <br />ness of past cultural uses of the land by protecting and interpreting cul- <br />tural features on parkland. <br />Sustainable quality and quantity of ground and surface <br />water resources. <br />[Natural & Cultural Systems Goal 6] <br /> <br />Parks and recreation can support this goal by employing environmentally <br />sensitive management and design principles for turf, trails, rooftops, <br />parking lots and other facilities that could affect water quality through <br />impacts from stormwater runoff and groundwater infiltration. This man- <br />agement includes abatement or reduction of nutrient and sediment <br />pollution as well as other ecosystem stressors such as pesticides. <br />A balanced and healthy diversity of native plant and ani- <br />mal populations. <br />[Natural & Cultural Systems Goal 7] <br />Parkland acquisition efforts and management of dispersed recreation <br />areas that are integrated with and aware of the coverage of ecosystem <br />types protected in Orange County will support this goal. <br />Networks of protected natural, cultural, and agricultural <br />lands. <br />[Natural & Cultural Systems Goal 8] <br />Parkland acquisition that is integrated with regional and statewide con- <br />servation efforts of natural and cultural resources will contribute to the <br />county goal of creating networks of protected lands. <br />Linkages with 2030 Comprehensive Plan <br />and Other County Plans <br /> <br />A. 2030 Orange County Comprehensive Plan <br /> <br />The Orange County Board of Commissioners <br />adopted the Comprehensive Plan in November <br />2008. The plan will guide Orange County’s growth <br />and development through the year 2030. The <br />document includes goals and objectives that County <br />officials use to guide policy and funding decisions. <br />Unlike previous County plans that focused on <br />distinct components of county planning, the 2030 <br />Comprehensive Plan addresses a wide range of <br />interrelated planning areas, each dealt with <br />in separate chapters (or “Elements”).
