6—3 <br />Orange County Comprehensive Parks and Recreation Master Plan <br /> CHAPTER 6 - Community Needs Assessment and Public Input 6 <br />In all, a total of 520 county residents responded to <br />the survey, which is a response rate of 12.2% and a <br />valid statistical sample. Typical response rates for <br />surveys of this type are approximately 10%. <br /> <br />The Community Needs Assessment asked 47 <br />questions of the survey recipients, which were <br />broken down into six areas: <br /> <br />a. Parks and Recreation Facility Usage <br />b. General Information <br />c. Recreation Activity Participation <br />d. Future Recreation Programs / Activities <br />e. Future Parks and Recreation Facilities <br />f. Financing Recreation and Park Facility <br /> Development <br /> <br />4. Supplemental Community Needs Assessments <br />As noted above, the statistical random-sample <br />survey, while a valid statistical survey, was in need <br />of elaboration due to high proportion of persons <br />unfamiliar with County facilities, and under- <br />representation of minority populations. <br /> <br />For example, of the surveys received via the <br />statistical random-sample and online surveys that <br />answered demographic questions, only 42 or 5.7% <br />were African-American respondents. This compares <br />to 12% of the county’s total population. Thus, efforts <br />were needed to try and add additional surveys from <br />the African-American community to have a more <br />representative sample. <br />To address these concerns, a multi-faceted <br />approach was made for Supplemental Community <br />Needs Assessments. These supplemental efforts <br />attempted to solicit responses (to the same <br />questions from the random-sample survey), via the <br />following methods: <br /> <br /> An online version of the survey was created and <br />links to the internet survey were publicized to recre- <br />ation and parks mailing lists and open to the general <br />public. This survey was also promoted via news <br />release, social media and email1. This approach <br />yielded an additional 307 responses. The results of <br />this survey may be found in Appendix 6-4. <br /> <br /> A targeted survey release to Hispanic community. <br />Sixty copies of the survey (in Spanish, with a link to <br />an English version) with self-addressed, stamped <br />return envelopes were distributed at El Centro <br />Latino in Carrboro and via a summer camp for His- <br />panic children in Hillsborough. Surveys were also <br />handed out at a Movie in the Park event in Efland. <br />However, very few of these surveys have been <br />received to date. <br /> <br /> Targeted surveys to African-American community. <br />Copies of the survey with self-addressed, stamped <br />envelopes were handed out at multiple events in <br />Efland and Cedar Grove to a predominantly African- <br />American audience. Thirteen additional surveys <br />were received by this approach. <br /> <br /> A Focus Group is being scheduled with members of <br />the Asian community. The results of these focus <br />groups were not part of the survey responses, but <br />are included in the data, findings and recommenda- <br />tions in the Plan. The results of these focus group <br />conversations are included as Appendix 6-5. <br /> <br />Some of these outreach efforts remain underway to <br />try and reach target response rates. <br /> <br /> <br /> <br />67
