10-2 <br />Orange County Comprehensive Parks and Recreation Master Plan <br /> CHAPTER 10 - Goals, Objectives, and Recommendations 10 <br />Goal 3: Provide recreational facilities for public <br />use in a manner that is multi-generational and <br />accessible to all County citizens at both the <br />county-wide and community level. <br />Goal 4: Promote healthy lifestyles, quality of life <br />and community building through the provision of <br />a variety of affordable recreational facilities and <br />choice of leisure activities, while responding to <br />the changing needs and interests of County <br />residents. <br />Goal 5: Ensure that park and recreational facilities <br />are environmentally-responsible and are where <br />cultural and natural resources and open space <br />within these sites are protected. <br />Objective 3.1 - Locate parks and recreatfonal facilitfes <br />close to residentfal areas and transportatfon nodes, to <br />increase public knowledge and accessibility to these facili- <br />tfes including alternatfve transportatfon modes. <br /> <br />Objective 3.2 - Implement individual park master plans. <br /> <br />Objective 3.3 - Create a new Parks and Recreatfon <br />Facilitfes Master Plan Map to guide future parks planning <br />and to help leverage outside funding. <br />Objective 4.1 - Developers shall provide for adequate and <br />appropriate open space suitable for actfve/low -impact <br />recreatfon in residentfal developments. <br /> <br />Objective 4.2 - Investfgate the potentfal for public and/or <br />private commercial partnerships and recreatfonal facilitfes <br />needed to serve Orange County’s residents. <br /> <br />Objective 4.3 - Work to keep recreatfonal facilitfes and <br />services affordable and sustainable to the general public. <br /> <br />Objective 4.4 - Periodically survey the public and conduct <br />needs assessments on recreatfon services. <br />Objective 5.1 - Locate parks and recreatfonal facilitfes <br />close to residentfal areas to encourage informal interac- <br />tfon with nature, encourage walkability, and create areas <br />of wildlife habitat with appropriate recreatfonal facilitfes <br />within the more populated areas. <br /> <br />Objective 5.2 - Landscape parks and recreatfonal facilitfes <br />with natfve vegetatfon and minimize water use where <br />practfcal. Prohibit the use of known invasive non-natfve <br />species in County facilitfes, and take steps to eradicate <br />occurrences of the same. <br /> <br />Objective 5.3 - Ensure public access to County-owned <br />parks and nature preserves, but direct facilitfes and trails <br />away from the most ecologically sensitfve sites. <br /> <br />Objective 5.4 - Encourage development of a system of <br />private open spaces and conservatfon areas, including na- <br />ture preserves, parks, linear parks, and scenic vistas com- <br />patfble with the character of Orange County. <br /> <br />Objective 5.5 - Develop linear parks and rustfc trails in the <br />rural buffer and explore opportunitfes for preservatfon and <br />connectfvity along other identffied stream corridors. <br />110
