Zoning of Parcel: Agricultural Residential (AR) and Special <br />Flood Hazard Area Overlay District (SFHA). <br />The property is not located within a Watershed Protection <br />Overlay District. <br />d. Township: Hillsborough. <br />e. School District: Orange County. <br />f. Future Land Use Map Designation: Agricultural Residential <br />and Rural Industrial Activity Node. Please refer to Attachment 2 <br />for additional detail. <br />g. Growth Management System Designation: Rural. <br />h. Existing Conditions/Physical Features: Varying topography <br />with heavy vegetation, primarily mixed hardwoods, throughout. <br />There are streams running through the property with varying <br />slopes. Portions of the property are also encumbered by <br />floodplain and wetlands. <br />i. Roads: Vehicular access to the subdivision is proposed via <br />Stroud’s Creek Road, a NCDOT publicly maintained roadway. <br />The subdivision proposes to build a public road (27’ wide <br />pavement within a 40’ public right-of-way) that terminates in a <br />cul-de-sac. The site is bordered by streams, floodplain and the <br />Pathways Elementary School. Therefore, no additional public or <br />private vehicular access to adjacent properties is proposed or <br />required. <br />The public road is designed to meet or exceed NCDOT and/or <br />Town of Hillsborough residential street design standards. The <br />cul-de-sac portion of the road is also designed to meet Orange <br />County Fire and Emergency Services design preferences. <br />j. Water and Sewer Service: The property is located within a <br />primary public utility service area according to the Water and <br />Sewer Management Planning Boundary Agreement <br />(WASMPBA). The proposed residential lots will be served with <br />public water (via a 4” domestic and 8-12” fire lines), and public <br />sewer (via an 8” sanitary sewer line) by the Town of <br />Hillsborough. <br />Surrounding Land Uses: a. NORTH: Stroud’s Creek Road; an undeveloped single-family <br />residential subdivision comprised of 40 lots all ten acres or more in <br />size. <br />b. SOUTH: Property within the corporate limits of the Town of <br />Hillsborough. The property is slated for development as an <br />office/industrial park. There is also an undeveloped 78 acre parcel <br />within the County’s planning jurisdiction zoned AR. <br />c. EAST : Church on property zoned AR; NC Highway 57. <br />d. WEST: Pathways Elementary School zoned AR. <br /> <br />10
