Chart of Basic Zoning Program <br /> <br />Perdita Holtz, 919-245-2578 <br />Craig Benedict, 919-245-2592 <br /> <br /> <br />PURPOSE: To make a recommendation to the BOCC on Planning Director initiated text <br />amendments to the Comprehensive Plan and Unified Development Ordinance to implement a <br />program commonly referred to as “Agricultural Support Enterprises” outside of the Rural Buffer <br />land use classification. <br /> <br />BACKGROUND: The form in Attachment 1 contains additional information and analysis <br />regarding these County initiated amendments that will implement a program that has been in <br />development since 2001. The proposed amendments are contained in Attachment 2. <br /> <br />A chart depicting the basic zoning program for Agricultural Support Enterprises (ASE) uses is <br />included in Attachment 3. This chart shows which uses are allowed in which zoning districts <br />and directs users to the section of the UDO that contains any specific use standards. From a <br />zoning/land use perspective, the ASE program involves: <br />• creating a new conditional zoning district (ASE-CZ), <br />• adding additional permitted uses to some of the existing general use zoning districts, <br />• creating use-specific standards that ASE uses must meet, <br />• updating some of the development standards in Article 6, <br />• defining what the use is (Article 10 – Definitions), and <br />• amending the Land Use and Zoning Matrix of the 2030 Comprehensive Plan to show <br />which Land Use classifications the new conditional zoning district (ASE-CZ) would <br />potentially be allowed in. <br /> <br />Advisory Board Review <br />The “Amendment Outline Form” (Attachment 1) for these amendments was approved by the <br />BOCC at its September 5, 2013 regular meeting. The amendments have been reviewed three <br />times by the Agricultural Preservation Board and twice by the Planning Board’s Ordinance <br />Review Committee (ORC) (see Section C.2.b in Attachment 1 for more information) and <br />39
