Existing Conditions/Physical Features: Varying topography <br />with heavy vegetation, primarily mixed hardwoods, throughout. <br />There are streams running through the property with varying <br />slopes. Stream buffer width varies from 65 to 80 feet. <br />There is no floodplain on the property. <br />j. Roads: Vehicular access to the parcel is through Paper Birch <br />Lane, a public road that has not been accepted by NCDOT for <br />addition to the State maintained system. <br />k. WEST: Single-family residence zoned AR <br /> <br />Development Process, Schedule, and Action: The typical cadence for the review of a major <br />subdivision is as follows: <br />• First Action – Planning staff schedules a Neighborhood Information Meeting (NIM) <br />and invites property owners within 500 feet of the project to attend the meeting in <br />order to review the project with the applicant. <br />Staff Comment – DONE. This meeting was held on January 14, 2014. Please <br />refer to Attachment 4 for a synopsis of meeting comments. <br />• Second Action – The Planning Board reviews and takes action on the Concept <br />Plan application approving either the ‘conventional’ or ‘flexible development’ layout. <br />The Planning Board review begins on February 5, 2014. As a reminder the Concept <br />Plan review is intended to allow Board members and the applicant to discuss the <br />nature of the project and identify possible solutions to concerns identified by staff or <br />surrounding property owners. <br />30
