McGuire <br />To:Perdita Holtz <br />Cc:Martin Roupe; Christina Moon <br />Subject:RE: UDO Text Amendment that Applies to the Rural Buffer - Home Occupation Standards <br />Date:Tuesday, November 26, 2013 7:40:00 PM <br />Dear Perdita, <br /> <br />Carrboro staff have a few comments and suggestions for the ordinance revisions: <br /> <br />1) There appear to be benefits associated with offering additional economic opportunities to <br /> properties in the Rural Buffer and elsewhere in the county, so long as such uses are <br /> consistent with the purposes of the zoning districts otherwise. <br />2) You might consider expanding the use of performance standards as a means of limiting <br /> further or reducing entirely the exclusion of specific uses. Such standards could specify <br /> screening, sizing, siting, or parking provisions that would mitigate the impacts that presently <br /> necessitate excluding them entirely. <br />3) You might consider clarifying the traffic generation provisions to distinguish between traffic <br /> generated by the use and traffic generated in support of the use. Are the regulations <br /> intended to allow or prohibit a resident from operating a single –truck tractor-trailor <br /> business from their home, for example? If only a single driver/single-truck use was <br /> considered acceptable, but a larger trucking operation was not, perhaps the vehicle storage, <br /> number of employees and screening requirements could be modified accordingly? <br />4) You might consider clarifying whether outdoor storage includes the storage or parking of <br /> vehicles that are used in conjunction with a home occupation. <br /> <br />Thanks for the opportunity to review.
