Informational Graphic <br /> <br /> Ashley Moncado, Planner II 245-2589 <br /> Craig Benedict, Director 245-2575 <br /> <br /> <br />PURPOSE: To make a recommendation to the BOCC on a Planning Board and Planning <br />Director initiated text amendment to the Unified Development Ordinance (UDO) relating to home <br />occupation standards. <br /> <br />BACKGROUND: At the November 25, 2013 Quarterly Public Hearing, the Board of County <br />Commissioners and Planning Board identified concerns with the proposed home occupation text <br />amendment presented for public hearing. Recognizing that a number of items needed to be <br />addressed, staff recommended bringing the item back to the Planning Board for further review <br />and discussion at the December 4 meeting. Following Planning Board review and discussion, <br />staff revised the proposed text amendment to reflect comments received from the Board of <br />County Commissioners and the Planning Board. Comments heard at the Quarterly Public <br />Hearing are provided in Attachment 1. At the public hearing, the Board of County <br />Commissioners directed the Planning Board to return a recommendation in time for the <br />February 18, 2014 regular BOCC meeting. <br /> <br />Attachment 1 contains additional information and analysis regarding this amendment. Proposed <br />text amendment language can be found in Attachment 2 within a “track changes” format (red <br />text for proposed additions and black strikethrough for proposed deletions). Modifications made <br />following the November Quarterly Public Hearing and December Planning Board meeting are <br />denoted in green text. Attachment 3 contains a spreadsheet summarizing proposed revisions to <br />Sections 2.22, 5.3.4, and 5.5.3. <br /> <br />Proposed revisions to existing home occupation standards have expanded the opportunity for <br />home based businesses to operate in Orange County.
