Transportation Goal 3: Integrated land use planning and transportation planning that <br />serves existing development supports future development, and is consistent with the <br />County’s land use plans which include provisions for preserving the natural environment <br />and community character. <br /> <br /> <br />Identify any activities this board/commission expects to carry out in 2014 as they relate <br />to established BOCC goals and priorities. <br />If applicable, if there a fiscal impact (i.e., funding, staff time, other resources) associated <br />with these proposed activities (please list). The Board will continue its work in <br />partnership with staff to further implement recommendations contained within <br />small area plans and the UDO Implementation Bridge and to implement existing <br />and new BOCC priorities, some of which may emerge at the January 2014 BOCC <br />retreat: <br /> <br />1. Agricultural Support Enterprises: UDO text amendments scheduled for February <br />2014 QPH <br />2. Public Hearing Process: UDO text amendments to consider changes to the <br />existing public hearing process (scheduled for February 2014 QPH) <br />3. Efland Overlay Districts: UDO Text, Zoning Atlas, and Comprehensive Plan <br />Amendments to add two new overlay zoning districts in the Efland area and specify <br />design standards for the areas. (This item was denied by the BOCC in February <br />2013 but is scheduled to be reconsidered at the February 2014 QPH). Continue <br />bolstering of US 70 corridor and focus area potential including Cornelius Road in <br />Hillsborough. <br />4. Town of Hillsborough/Orange County Interlocal Agreement Implementation: <br />Hillsborough-Orange County ETJ (Extraterritorial Jurisdiction) Swaps (early 2014) <br />5. Town of Hillsborough/Orange County Interlocal Agreement Implementation: <br />Comprehensive Plan and UDO amendments to implement the Town of <br />Hillsborough/Orange County Central Orange Coordinated Area Land Use Plan <br />(scheduled for February 2014 QPH) <br />6. New and/or Revised Zoning District: UDO text amendment to adopt a new <br />general use zoning district and/or “fine tune” existing ED zoning to match locational <br />attributes for targeted research and development industry and applied light <br />manufacturing. Consider appropriate mixed use areas acknowledging the other <br />areas will have a stronger non-residential use program. <br />7. Rural Buffer and Other Rural Areas in General Clustering: Address clustering in <br />the Rural Buffer to allow smaller lot sizes while maintaining a minimum density of 2 <br />units per acre. Consider rural village concepts. Examine innovative septic <br />systems. <br />8. Population Projections: Analyze regional population and employment projections <br />(including MPO 2040 and the development of the MPO 2045 MTP). Rationalize <br />and offer ‘ground truth’ (i.e. what can realistically be built) to the amount and <br />location of new development noted from population modeling (i.e. Community VIZ). <br />Work with municipalities to aggregate their projected ceiling density totals based on <br />their densification efforts and create composite countywide total by adding <br />unincorporated projections.
