NAME OF BOARD/COMMISSION: Planning Board <br /> <br />Report Period: 2013 calendar year for annual report; 2014 calendar year for work plan <br /> <br />ORANGE COUNTY ADVISORY BOARDS AND COMMISSIONS <br />ANNUAL REPORT/ WORK PLAN FOR THE COUNTY COMMISSIONERS <br /> <br />The Board of Commissioners welcomes input from various advisory boards and <br />commissions in preparation for its annual planning retreat. Please complete the <br />following information, limited to the front and back of this form. Other background <br />materials may be provided as a supplement to, but not as a substitute for, this form. <br /> <br />Board/Commission Name: Planning Board <br /> <br />Person to address the BOCC at work session- if applicable- and contact information: <br />Pete Hallenbeck, Chair, (919) 732-6551, pete@eflandfd.org <br />(please note the Chair may change in January when the Planning Board holds <br />elections – the Chair at the time the work session is held will address the BOCC) <br /> <br />Primary County Staff Contact: Craig Benedict, Planning Director; secondary <br />contact: Perdita Holtz, Planner III (Planning Systems Coordinator) <br /> <br />How many times per month does this board/commission meet, including any special <br />meetings and sub-committee meetings? On average, twice per month (12 regular <br />meetings + 4 Quarterly Public Hearings + special or sub-committee meetings). <br /> <br />Brief Statement of Board/Commission’s Assigned Charge and Responsibilities. Under <br />the authority of NC General Statute, the BOCC created the Planning Board to <br />embark upon a continuing planning program, including but not limited to the <br />preparation and maintenance of a Comprehensive Plan for Orange County, in <br />protection of the public health, safety, and general welfare of present and future <br />residents, landowners and visitors. The duties of the Planning Board are listed in <br />Section 1.6.3 of the Unified Development Ordinance. <br /> <br />What are your Board/Commission’s most important accomplishments? <br />Within last 3-years: <br />• Three separate UDO text amendments that revised numerous regulations in <br />order to better promote activity in the Economic Development Districts, <br />Commercial Transition Activity Nodes, and Commercial-Industrial Transition <br />Activity Nodes. <br />• UDO text amendment to add a new conditional zoning district – Rural <br />Economic Development Area (REDA) – that is applicable to the geographic <br />area in the “Highway 57 Speedway Area” Small Area Plan. <br />• Future Land Use Map and Zoning Atlas amendments in the Eno EDD Area. <br />• Zoning Atlas amendment to pre-zone certain properties (232 acres) in the <br />Buckhorn/Mebane Commercial-Industrial Transition Activity Nodes (CITAN) to <br />prepare the area for eventual non-residential development. (This is the area <br />Morinaga recently announced they will locate in). <br />• UDO text amendment to address the development of solar arrays. <br /> <br />More recently: <br />• UDO, Comprehensive Plan & Zoning Atlas Amendments to adopt two new <br />Attachment 1 18
