Implementation Bridge - Future Phase Suggestions Planning Staff Comment <br />10. <br />Agricultural Support Enterprises/Rural Economic Development <br />Area, Speedway Small Area Plan and Transit Oriented <br />Development are important initiatives using Conditional Use <br />District structures should be important 2011 BOCC goals. <br />UDO amendments for Agricultural Support Enterprises are scheduled to <br />be heard at the Feb. 2014 QPH. A REDA conditional district was adopted <br />on June 5, 2012. TOD will need to be looked at in the future (see <br />"Environmental Ideas" above). <br />11. <br />Examine Durham’s American Tobacco Campus and American <br />Underground to create an Orange County campus that is walk- <br />able, diverse and attractive for mixed use including affordable <br />space for Incubation and Startup businesses. <br />12.Different landscaping standards may be needed for EDDs. <br />Some changes were made as part of the amendments adopted on <br />February 7, 2012. Staff recommends waiting to re-evaluate the <br />standards until after a project has been processed under the revised <br />regulations. <br />13.Rural Economic Development Area (REDA) regulations need to be <br />written. <br />A REDA conditional zoning district was adopted for the NC57/Speedway <br />area on June 5, 2012. Additional rural economic development areas are <br />not being contemplated at this time and are not supported by existing <br />small area plans. <br />14.Differentiate between urban and rural character -- applicable to <br />signage and subdivision impacts on transportation. <br />15. <br />Public notification requirements for public hearings and other <br />procedures that are more appropriate rural versus suburban <br />uses/districts (i.e., rural rezonings may require larger area of <br />notification). <br />Staff recommends that notification requirements remain as written as <br />rural rezonings do not have a greater area of immediate impact when <br />compared to suburban/urban rezonings. The County's notification <br />procedures comply with State statutes and include sign posting(s) and <br />newspaper advertisements in addition to mailed letters to property <br />owners within 500 feet of a parcel proposed for rezoning. <br />80
