Implementation Bridge - Future Phase Suggestions Planning Staff Comment <br />Economic Development Ideas <br />page 11 <br />Streamline procedures for Economic Development Districts and <br />commercial development applications. Consider expedited <br />processing for such applications. <br />Significant amendments pertaining to economic development were <br />adopted on February 7, 2012. Staff recommends waiting to re-evaluate <br />the process until after a project has been processed under the revised <br />regulations. <br />page 11 <br />Study what local private businesses need in order to expand and <br />thrive, and consider what regulatory changes could contribute to <br />that objective. <br />page 11 Consider different standards for application within Economic <br />Development Districts to encourage commercial development. <br />Significant amendments pertaining to economic development were <br />adopted on February 7, 2012. Staff recommends waiting to re-evaluate <br />the process until after a project has been processed under the revised <br />regulations. Standards in the EDDs are still more rigorous than standards <br />in the Commercial and Commercial-Industrial Transition Nodes. It may <br />be desirable to review whether the standards should be different. <br />page 11 Create a predictable process for consideration of development <br />applications within Economic Development Districts. <br />Significant amendments pertaining to economic development were <br />adopted on February 7, 2012. Staff recommends waiting to re-evaluate <br />the process until after a project has been processed under the revised <br />regulations. <br />page 11 Develop regulations for Rural Economic Development Areas. <br />A REDA conditional zoning district was adopted for the NC57/Speedway <br />area on June 5, 2012. Additional rural economic development areas are <br />not being contemplated at this time and are not supported by existing <br />small area plans. <br />Permitted Uses and Standards Ideas <br />page 12 <br />Differentiate between suburban and rural character, and adjust <br />regulations relating to required features such as signing and <br />transportation improvements. <br />Will be considered as topics are brought forward for revision. For <br />example, changes to Outdoor Lighting standards, adopted Jan. 24, 2013, <br />has slightly different standards for urbanizing vs. rural areas. Changes to <br />Home Occupation standards (to be heard at the Nov. 2013 QPH) have <br />different standards based somewhat on lot size. <br />Note: The ideas in the main body of the Implementation Bridge also appear in the Appendix, although they may be worded differently or <br />may combine several separate comments into one idea. <br />74
