County’s land use plans which include provisions for preserving the natural environment <br />and community character. <br /> <br /> <br />Identify any activities this board/commission expects to carry out in 2014 as they relate <br />to established BOCC goals and priorities. <br />If applicable, if there a fiscal impact (i.e., funding, staff time, other resources) associated <br />with these proposed activities (please list). <br />The Board will continue its work in partnership with staff to further implement <br />recommendations contained within small area plans and the UDO Implementation <br />Bridge and to implement existing and new BOCC priorities, some of which may <br />emerge at the January 2014 BOCC retreat: <br /> <br />1. Agricultural Support Enterprises. <br />2. Consideration of changes to the existing Public Hearing Process. <br />3. UDO Text Amendment to add two new overlay zoning districts in the Efland <br />area and specify design standards for the areas. This item was denied by the <br />BOCC in February 2013 but is scheduled to be reconsidered in early 2014. <br />4. Hillsborough-Orange County ETJ Swaps. <br />5. Comprehensive Plan and UDO amendments to implement the joint land use <br />plan with the Town of Hillsborough. <br />6. Revisions to UDO regarding mass gathering and special events (must happen <br />after Emergency Services/Attorney’s Office enacts a Mass gathering <br />Ordinance). <br />7. Address clustering in the Rural Buffer. <br />8. Amend regulations as necessary in response to legislative changes at the <br />State level. <br />9. Continue to streamline regulations where possible. <br /> <br /> <br />What are the concerns or emerging issues your board has identified for the upcoming <br />year that it plans to address, or wishes to bring to the Commissioners’ attention? <br />1. Continue to expand rural enterprises by completing work on “Agricultural <br />Support Enterprises” and Home Occupation standards. <br />2. Streamline the project approval/public hearing process by revising the <br />existing quarterly public hearing process. <br />3. Work with appropriate staff/departments to better ensure properties can be <br />reached by emergency personnel (e.g., driveway width and clearance, bridge <br />weight limit signage and sufficiency to allow a fire truck to pass, gate width, <br />curve radii sufficient for emergency vehicles. <br />4. Consider a new zoning district that relates to targeted research and <br />development industry and applied light manufacturing. <br />5. Continue to “prezone” areas where possible to focus growth in appropriate <br />areas with consistent land uses, thereby improving the review and approval <br />process. <br />65
