FISCAL IMPACT <br />Existing Planning staff will accomplish the work required to develop the Eno EDD <br />Access Management Plan. The required legal ad will be paid with Departmental <br />funds already budgeted for this purpose. <br /> <br />D. AMENDMENT IMPLICATIONS <br /> <br />The Eno Economic Development District (EDD) Access Management Plan will <br />implement a recommendation from the Eno EDD Small Area Plan, adopted by the <br />BOCC in 2008. An adopted access management program will provide for improved <br />transportation systems and capacities as development proceeds in the area. Formally <br />adopted transportation access management plans are necessary to procure federal and <br />state funding for projects, and to require developer compliance with the plan. Adopted <br />access management plans can also be incorporated into regional transportation plans, <br />which will enhance the County’s collaboration with the Durham-Chapel Hill-Carrboro <br />Metropolitan Planning Organization (DCHC MPO). <br /> <br />E.
