<br />Public Outreach: <br />In an effort to better inform interested persons in an informal setting, a Public Information <br />Meeting/Open House was held on September 4, 2013 from 4:30 – 6:30 p.m. at the Shared <br />Visions Retreat Center (historic Murphey School), 3717 Murphey School Road, Durham, NC (in <br />Orange County). Eleven members of the public plus Commissioners Jacobs and Price were in <br />attendance. Generally, there was support for access management in the area, yet some <br />concerns were expressed about truck traffic and speed limits along Old NC Hwy. 10, and <br />impacts on the residential neighborhood associated with nonresidential development. <br /> <br />Quarterly Public Hearing Comments: <br />This item was heard at the September 9, 2013 quarterly public hearing. Concerns were <br />expressed by a number of residents about the intended future nonresidential development in <br />the EDD, and a petition was submitted in opposition to the Eno EDD Area Small Area Plan <br />(which was adopted in 2008, and amended in 2009). Although the petition does not directly <br />address the Draft Eno EDD Access Management Plan, the BOCC recognized that the residents <br />were expressing concerns about potential future impacts on their residences and the rural road <br />character of Old NC Hwy 10. In response, the BOCC requested that the staff look at scenic <br />easement protections similar to those in place on St. Mary’s Road for application on Old NC <br />Hwy 10. The staff will provide a report at the meeting on the previous St. Mary’s Road scenic <br />easement project, and make suggestions for addressing residents’ concerns. <br /> <br />Another comment at the hearing addressed the correct terminology for the two-foot striped area <br />from the shoulders of Old NC Hwy 10 that was done by NCDOT to improve safety for bicyclists. <br />Additionally, there was some confusion over the Plan’s relationship to previously adopted <br />zoning/land use changes in the EDD, and the purpose of the Plan. The Staff will clarify these <br />issues in the presentation at the meeting. <br /> <br />The BOCC referred the Plan to the Orange Unified Transportation Board (OUTBoard) and the <br />Planning Board with a request that a recommendation be returned to the BOCC in time for the <br />November 19, 2013 BOCC regular meeting. The OUTBoard will review the Plan at its meeting <br />on October 16, 2013. <br /> <br />FINANCIAL IMPACT: Other than staff time, there is no financial impact associated with this <br />item. Following review and adoption, Plan implementation will be performed by staff and <br />coordinated with the City of Durham and NCDOT as warranted. <br /> <br />RECOMMENDATION(S): The Planning Director recommends the Board: <br />1. Review the Draft Eno EDD Access Management Plan (Attachment 2); and <br />2. Make a recommendation to the Board of County Commissioners (BOCC) on the <br />proposed Eno EDD Access Management Plan. <br />67
