Attachment 4 <br />Because the UDO has been amended since these comments were made, referenced sections may be slightly off as some portions of the UDO have been <br />renumbered. <br />21 <br />Implementation Bridge - Future Phase Suggestions Planning Staff Comment <br />84.A lack of clarity as to whether a special use permit is required for <br />Class I under the Animal Control as well as the Zoning Ordinance <br />A Special Use Permit is not required for a Class I kennel under the <br />County's land management program. The Special Use Permit (which is a <br />specific legal term related to land use planning) process is only a land use <br />development process and is not required by other County <br />departments/agencies. Animal Services requires permits for Class I and II <br />kennels, which they handle administratively; they have never required a <br />'Special Use Permit' for a kennel. <br />85.Possible process improvements in the permitting process for <br />kennels requiring a special use permit. <br />86. <br />Also, I think we should consider whether site plans for “riding <br />stables/academies” should be subject to review by Animal Control. <br />One concern is the availability of staff expertise in this area. <br />Another concern is that there are no specific stable standards in <br />the County’s Animal Control Ordinances. By contrast, there are <br />such standards for kennels which require permitting. <br />Addressed by previous UDO text amendment approved in January of <br />2012 - Staff considers this item COMPLETE. <br />87.Clarify provisions for Outdoor events/activities, festivals, etc. <br />88.Review language regarding Principal Uses and Principal Structures <br />(Arti [sic] <br />Staff believes this is in reference to Sections 6.2.5 and 6.2.6. Changes to <br />these sections we made as part of the economic development related <br />amendments adopted on February 12, 2012. <br />79
