<br />Implementation Bridge Report - 9 - <br />Transportation Goals  <br />Transportation–1:  An efficient and integrated multi‐modal transportation system that  <br />protects the natural environment and community character.   <br />  <br />Transportation–2:  A multi‐modal transportation system that is affordable, available,  <br />and accessible to all users and that promotes public health and safety.  <br />  <br />Transportation–3:  Integrated land use planning and transportation planning that serves  <br />existing development, supports future development, and is consistent with the County’s  <br />land use plans which include provisions for preserving the natural environment and  <br />community character.  <br />  <br />Transportation–4:  A countywide and regionally‐integrated, multi‐modal transportation  <br />planning process that is comprehensive, creative and effective.  <br />  <br />How the New UDO Implements the Plan <br />One of the main mechanisms available to Orange County to pursue achievement of  <br />these goals is enactment and enforcement of County Ordinances.  It is in pursuit of the  <br />implementation of these Comprehensive Plan goals that the Unified Development  <br />Ordinance initiative was undertaken.  The Comprehensive Plan is and should be  <br />referenced throughout the UDO.  Decision making procedures articulated in the UDO  <br />specifically include, wherever legally authorized, determination of consistency with the  <br />Comprehensive Plan as one of the criteria for approval of land development proposals.  <br />34
