<br />Implementation Bridge Report - 4 - <br />B. RELATIONSHIP TO <br />COMPREHENSIVE PLAN <br />Overarching Goals of the Comprehensive Plan <br />Orange County’s Comprehensive Plan was adopted in November, 2008, following an <br />extensive process of discussion and citizen engagement. The Plan was written and <br />adopted with the intent of being a blueprint document to guide future policy decisions <br />for the County through the year 2030. Eight Lead Advisory Boards provided leadership <br />and direction for the Plan: <br /> <br /> Planning Board <br /> Economic Development Commission <br /> Affordable Housing Advisory Board <br /> Commission for the Environment <br /> Agricultural Preservation Board <br /> Historic Preservation Commission <br /> Parks and Recreation Advisory Council <br /> Orange Unified Transportation <br /> <br />A point of consensus in Orange County that emerged during preparation of the Plan is <br />that the County needs to move toward becoming a sustainable community. The <br />Comprehensive Plan includes a focus on implementation that is designed to link the <br />economy, the environment, and social equity. <br /> <br />There are seven Overarching Goals highlighted in the Comprehensive Plan, as follows: <br /> <br />1. Economic Development: Viable and sustainable economic development that <br />contributes to both property and sales tax revenues, and enhances high‐ <br />quality employment opportunities for County residents. <br /> <br />2. Housing: Opportunity for all citizens for Orange County to rent or purchase <br />safe, decent, accessible, and affordable housing. <br /> <br />3. Land Use: Coordination of the amount, location, pattern and designation of <br />future land uses, with the availability of County services and facilities <br />sufficient to meet the needs of Orange County’s population and economy <br />consistent with other Comprehensive Plan element goals and objectives. <br /> <br />29
