<br />Implementation Bridge Report - 3 - <br />to be a summary of issues, comments, suggestions, and concerns, along with strategies <br />for addressing these. <br />How Should This Document be Used? <br />This Implementation Bridge is intended to be a reference and repository of ideas. <br />During public review of the initial drafts of the Unified Development Ordinance, many <br />comments and suggestions were offered by citizens, stakeholders, and Board members. <br />The substantive comments that suggest future ordinance amendments as part of Phase <br />II of this initiative and beyond have been collected, and appear as an Appendix to this <br />report. This document also includes recommendations for priorities and strategies in <br />pursuing subsequent amendments to the UDO as Phase II and beyond. The comments <br />that have been received are summarized here, grouped into the following categories: <br />economic development ideas, use and design ideas, environmental ideas, and <br />procedural ideas. <br /> <br />Orange County’s main policy document addressing land use issues is its 2030 <br />Comprehensive Plan. The Comprehensive Plan sets forth goals and objectives for the <br />future of Orange County, and serves as a blueprint and guide for decision‐making. <br />Development of the Unified Development Ordinance is called for in the Comprehensive <br />Plan, and the UDO has been drafted within the context of the goals and objectives <br />articulated in the Plan. Consideration of Comprehensive Plan principles and guidance is <br />paramount in the development and subsequent adjustment of the new Unified <br />Development Ordinance. Accordingly, the goals of the Comprehensive Plan are <br />reiterated below, for reference and consideration as work proceeds on the UDO. <br /> <br />This Implementation Bridge concludes with recommendations for proceeding into Phase <br />II and beyond ‐ ‐ suggestions for priorities in considering a sequence of amendments to <br />the new UDO. <br /> <br />28
