<br />Implementation Bridge Report - 2 - <br />A. INTRODUCTION AND PURPOSE <br />What is an Implementation Bridge? <br />Orange County has been working to develop a Unified Development Ordinance (UDO). <br />This project was initiated in fall, 2009, to consolidate existing County land use <br />regulations into a central document where all regulations governing the development <br />and use of property would be located. This new UDO includes regulations currently <br />contained within the following documents: <br /> <br />• Zoning Ordinance <br />• Subdivision Ordinance <br />• Soil Erosion and Sedimentation Control Ordinance <br />• Flood Damage Prevention Ordinance <br />• Environmental Impact Ordinance <br />• Stormwater Ordinance for Neuse River Lands <br /> <br />Benefits of placing all development regulations into one central document include <br />making existing land use regulations more user‐friendly, and eliminating existing <br />contradictions and inconsistencies. The County’s 2030 Comprehensive Plan supports <br />the development of a UDO. <br /> <br />On August 24, 2009, the Board of County Commissioners authorized County planning <br />and zoning staff to: <br /> <br /> Incorporate land use development regulations into a central document; <br /> Correct identified inconsistencies; <br /> Begin modification/updating of existing development standards (i.e. signage, <br />parking, landscaping, lighting, stream buffers, etc); <br /> Update graphics/tables; and <br /> Develop Conditional Use/Rezoning regulations. <br /> <br />The process of creating the UDO was intended to be incremental. Work to initially <br />create the document would be Phase I, focusing on structure, organization, and the <br />specified adjustments noted above. It was anticipated at the beginning of this initiative <br />that ideas for other substantive changes to the County’s land use regulations would be <br />offered during the process of creating the UDO. Accordingly, the concept of an <br />“Implementation Bridge” was introduced: An inventory of these ideas would be <br />maintained, and at the end of Phase I a report would be prepared documenting public <br />comments and providing a synopsis of possible future UDO amendments that would <br />follow in Phase II and beyond.
