USEPAP has a very broad standard about consulting and there are some specifics <br />that are incorporated into that process which is a guideline. <br />Nick Herman: The USEPAP I am referring to is the uniform standards for the professional appraiser practice. <br />Vic Knight: Yes sir. <br />Nick Herman: Did part of your analysis use… <br />Vic Knight: This is not in the same fashion postured as if you were doing a single family residential appraisal or <br />any individual property appraisal. This is an Impact Analysis which analyzes data for more corporate sense than <br />an individual parcel. <br />Nick Herman: I guess what I am getting at is accordance with methodologies that would otherwise be consistent <br />with a USEPAP standard. <br />Vic Knight: Yes sir. <br />Nick Herman: And what was your assignment? Let’s be clear about what your assignment was. <br />Vic Knight: The basic assignment was to, in looking at the property, do an analysis of the proposed site plan with <br />the narrative that was provided to see what impact, if any, those proposed improvements might have on any <br />surrounding properties as if they are one hundred percent complete. That is an assumption which is defined in <br />my report. <br />Nick Herman: You had the site plan and other information in connection with this facility? <br />Vic Knight: Yes sir. <br />Nick Herman: You went out and saw the area. <br />Vic Knight: I was there in September of last year. <br />Nick Herman: You had the occasion to hear, for the record, all the testimony that you have heard thus far in this <br />area? <br />Vic Knight: I have. <br />Nick Herman: In light of your assignment, what was your conclusion about this proposed facility in terms of its <br />impact on adjacent property?
