Although I can tell you from another study that I was ask to do years ago, I <br />was actually approached by the people who, Paws and Claws, to do the same type of study for them and they were trying to <br />get their Special Use Permit. I told them the exact same thing that I told Mr. Maitland is that chances of me finding those <br />data points are slim, very slim. Do you want to pay me $3,500.00 to find out? And the answer was no. My position is this is <br />no good and no one on the board and no one in this room can say positive impact, negative impact, no impact based on <br />available data. <br /> <br />Rob Maitland: Just to clarify, we did agree to pay and you said we couldn’t. <br /> <br />Jeffrey Schmitt: Other questions by the board? <br /> <br />David Blankfard: Is there a standard for methodology? <br /> <br />Tom Tolley: No. Mr. Knight is correct on that and basically it is not rocket science, it is basically a logic tree whether you <br />doing an appraisal on a house or an appraisal on a shopping center or an impact analysis. What you have to decide is how I <br />can logically draw conclusions. That is what it comes down to is to be able to logically follow a path to a conclusion and that <br />is really the only thing methodology is talking about as far as consulting goes. When you go into appraising houses, that was <br />mentioned earlier where you have certain things you have to follow as you go through the process. Again, they don’t <br />address things like everybody thinks you have to have three sales to do an appraisal on a house. It doesn’t say that. <br />Basically it says that you have to go out and find data, it is the bank that says you have to have at least three so once again, <br />there has to be logic involved but there is nobody sitting at the appraisal board saying this it the way you have to do it so that <br />is typically why appraisers do this. They would look at Vic’s work and say he found the data he could, the best he could so <br />from an appraiser’s standpoint, there is nothing he did wrong. I just believe that the faultiness lies in you don’t just keep <br />hunting until you find it. <br /> <br />Jeffrey Schmitt: Thank you sir. <br /> <br />Travis Blake: I am sworn in, my name is Travis Blake, I live at 9668 Highway 15-501 Chapel Hill.
