APPROVED 11/11/2013 <br />OC Board of Adjustment – 9/10/2013 Page 29 of 38 <br />Michael Buck: It is a preliminary plat of the Phase IV provided to me by the developer prior to 1 <br />their submission of the plat for approval. 2 <br /> 3 <br />Geof Gledhill: Objection same basis. 4 <br /> 5 <br />David Blankfard: It is a preliminary plat, so what. There are a lot of preliminary plats floating 6 <br />around, is it signed and sealed by anybody. It is not a signed and sealed document. 7 <br /> 8 <br />Larry Wright: I will have to sustain the objection. Do you have any other evidence? 9 <br /> 10 <br />Michael Buck: No, I don’t think so. 11 <br /> 12 <br />Larry W right: We have heard the evidence submitted by the applicant and it is now 10:07 p.m. I 13 <br />would like to ask the county what they have in mind relative to time for their submitting of 14 <br />evidence. We need to take a look at how realistic it is to complete this in one hearing. I would 15 <br />like to hear something from the county on the submission of their evidence and how we could 16 <br />proceed with this among the board members. Mr. Gledhill? 17 <br /> 18 <br />Geof Gledhill: I have about 15 questions of Mr. Harvey. In preparing for this hearing it took ½ 19 <br />hour to go through those and I have a two page, very brief closing argument. Barring any 20 <br />extensive cross examination of Mr. Harvey, I think it would take about 40 minutes. 21 <br /> 22 <br />Larry Wright: I would like to get the board’s opinion on how to proceed. 23 <br /> 24 <br />David Blankfard: I would like to continue. 25 <br /> 26 <br />Jeff Schmitt: Practically, this will take an hour to get through what Mr. Harvey says because we 27 <br />will have questions and rebuttal will take, how long? 28 <br /> 29 <br />Michael Buck: I intended to show all the slides we missed with argumentation. I would say about 30 <br />an hour. 31 <br /> 32 <br />Jeff Schmitt: I would suggest we are talking about 2 ½ hours. That would be an estimate I would 33 <br />give if we continue. 34 <br /> 35 <br />Larry Wright: I would like to continue this in an additional meeting; to recess this session until 36 <br />next month at the regular meeting and reconvene and hear the rest of the application. 37 <br /> 38 <br />David Blankfard: Can we hear from the county and then move the deliberations to the next 39 <br />session or wait for rebuttal. At least get his portion on the record for tonight. 40 <br /> 41 <br />Larry Wright: That is a reasonable suggestion. 42 <br /> 43 <br />Geof Gledhill: My only concern is that if you separate the testimony from the argument, it may be 44 <br />difficult to recall what happened. 45 <br /> 46 <br />Larry Wright: We had that in our last appeal and we were able to deal with that. 47 <br /> 48 <br />David Blankfard: Or just have a time certain we cut it off. 49 <br /> 50 <br />Larry Wright: The applicant presented his evidence, I would like to offer balance for the county. 51
