This board has no 7 <br />evidence of Mr. Buck’s qualifications to make these calculations to use Google in this matter. I 8 <br />see he has a control to prove to you it works but that doesn’t mean he has the ability to create 9 <br />these. It seems you need expert testimony as to how this Google maps system can prove what it 10 <br />is. 11 <br /> 12 <br />David Rooks: I don’t want to get hung up here because we keep getting hung up time after time. 13 <br />The point is a good one to the extent that Google relies on GIS if you superimpose GIS we know 14 <br />it is not a one to one match a true match and so to the extent that you are actually relying on that 15 <br />to locate things strikes me and makes that evidence somewhat unreliable. 16 <br /> 17 <br />Michael Buck: The County has in its own documentation relied on estimates. They are using 18 <br />those exact words when they talk about active recreational area. Mr. Gledhill was effusive a few 19 <br />moments of my technology skills and I would submit to you that all that is required to operate this 20 <br />Plano meter tool is the clicking of a mouse to locate a parcel location. I am not trying to claim 21 <br />that this board should use the calculations used by the Plano meter tools to make specific 22 <br />recreation acreage plans but I submit to you that when we add up all the acreage calculations we 23 <br />will not be off by a few feet but we will be off by substantial acreage and being off by substantial 24 <br />acreage is significant enough…. 25 <br /> 26 <br />David Rooks: It is 9:30 pm and we are stuck on something. That is the tot lot we just looked at. 37 <br /> Here is what is being claimed as active recreation in Phase IV on the plat. There is a utility 38 <br />transmission easement that goes through here and a stream buffer there. They have an 48 <br />estimate of how much acreage on this parcel can be used as active recreation. Their claim is 49 <br />1.07 acres because they include the parking lot and portions of the transmission utility so if we 50 <br />are going to exclude my ability then we must exclude the county’s ability to include their estimate. 51
