Approved 12/8/2014 <br /> <br />OC Board of Adjustment – 10/13/2014 Page 3 of 17 <br /> <br /> <br /> 1 <br />AGENDA ITEM 6: A-4-14 – CLASS B SPECIAL USE PERMIT – RETREAT CENTER 2 <br /> 3 <br />In accordance with Section(s) 2.7 Special Uses, 5.2.2 Table of Permitted Uses, 4 <br />5.3.2 Application of Use Standards – Special Uses, and 5.7.4 Camp/Retreat 5 <br />Center of the UDO, the Triangle Land Conservancy (TLC) has submitted a 6 <br />proposal to develop/operate a retreat center, specifically the Irvin Conservation 7 <br />Center, out on a parcel of property located at 2912 Jones Ferry Road, further 8 <br />identified utilizing Orange County parcel Identification Number (PIN) 9757-94-9 <br />4119. 10 <br />The property in question is approximately 25 acres in area, and is zoned Rural 11 <br />Buffer (RB), Agricultural Residential (AR) and University Lake Protected 12 <br />Watershed Protection Overlay District. The proposed use is permitted on the 13 <br />property subject to the issuance of a Class B Special Use Permit. 14 <br />As detailed within the application, the applicant wishes to operate the Irvin 15 <br />Conservation Center providing educational programing on farming and 16 <br />conservation topics, summer camps for children from the ages of 3 to 12, and 17 <br />after-school educational camps. 18 <br />The applicant also proposes to establish the TLC Stewardship Operations Farm 19 <br />office and hold special programs, including the annual TLC Jamboree, and other 20 <br />similar activities from the property. The proposed retreat center shall be operated 21 <br />in conjunction with adjacent TLC owned property utilized to support the 22 <br />organization’s on-going farm and conservation programs. 23 <br />Access to the proposed facility shall be through an existing driveway with direct 24 <br />access onto Jones Ferry Road. 25 <br /> 26 <br />Samantha Cabe: I do need to disclose that I own a piece of property that has a conservation easement owned by 27 <br />Triangle Land Conservancy. Memphis 32 <br />Erin Witcher 33 <br />Walt Tyringer 34 <br /> 35 <br />Michael Harvey: I would like the board to enter the abstract including all the attachments including the application 36 <br />package, the site plan, the property vicinity map, the staff comments, etc. I would also ask that you enter a current 37 <br />copy of the Orange County Unified Development and a current copy of the Orange County Comprehensive Plan into 38 <br />the record. 39 <br /> 40 <br />Larry Wright: I looked at the submissions of Mr. Bryan and on page 9 of his General Standards; one is the use will be 41 <br />in harmony and is in compliance with the Comprehensive Plan and I didn’t see the General Standards or anything 42 <br />about the Comprehensive Plan in there. Should we add that in? It is on page 79 of your summary of this 43 <br />application? 44 <br /> 45 <br />Michael Harvey: I cannot put my finger on it so I would suggest you enter it into the record with an amendment 46 <br />adding compliance with Section 5.3.2 (A) 2 (a), (b) and (c), the Findings of Fact for the board to make a determination 47 <br />on. 48
