It doesn’t matter if they add things, like phase 1, phase 2, phase 3? 2 <br /> 3 <br />Michael Harvey: The use has already commenced. The fact that this element of the use won’t happen for two years, 4 <br />in my mind, is immaterial because the use as a retreat center has already commenced. The program element may 5 <br />not come on line until several months down the road but the UDO did not envision any lack of ability to do phasing or 6 <br />bring on new program elements which is why the ordinance allows for phasing and specifically says if you are going 7 <br />to phase, you need to spell it out for us. 8 <br /> 9 <br />Samantha Cabe: Do you think that will be clear 10 or 15 years down the road if they decide to build out and none of 10 <br />us are sitting in this room. Will that be clear enough or do we need to make a specific finding that the use has 11 <br />already commenced? 12 <br /> 13 <br />Michael Harvey: I would like to think that if staff does its job and in the recordation of the special use permit that will 14 <br />be clear and I would also like to think since this board is methodic and the minutes reflect that level of detail that 15 <br />should not be an issue.
