APPROVED 10/13/2014 <br />OC Board of Adjustment – 8/27/2014 Page 8 of 64 <br /> <br /> <br />Matt Rhoads: Again, staff indicates that the plans and documents that need to be submitted have been 1 <br />submitted? 2 <br />Rob Priester: Yes. We do still have a couple of those pending permits that I would like to mention but as 3 <br />soon as those approval letters are received by PSNC, we will submit those to the County as well. 4 <br />Matt Rhoads: And you have coordinated obtaining the permits and getting the notifications or giving the 5 <br />notifications involved? 6 <br />Rob Priester: Yes. 7 <br />Matt Rhoads: What types of permits and notifications have been involved so far? 8 <br />Rob Priester: We have had our PHMSA and notification. 9 <br />Matt Rhoads: Can you briefly explain what that is? 10 <br />Rob Priester: That is notifying our regulator, on the federal level, the, any project that we have over 10 11 <br />miles, we have to notify within six months of prior to construction, we have to send them notification of a 12 <br />project going on in the area. 13 <br />Matt Rhoads: And have you also notified the North Carolina Utilities Commission? 14 <br />Rob Priester: We have notified the North Carolina Utilities Commission. That is, I believe, a month 15 <br />notification with a G2 form and we also have a secondary form that we send to them after the completion 16 <br />of construction. 17 <br />Matt Rhoads: And you have gone through the US Army Corp of Engineers Wetlands Permitting? 18 <br />Rob Priester: We do. We have an approved permit through the Corps of Engineers. 19 <br />Matt Rhoads: And United States Fish and Wildlife regarding endangered species? 20 <br />Rob Priester: Have scoping letters from the US Fish and Wildlife. 21 <br />Matt Rhoads: What does that mean? Scoping letters? 22 <br />Rob Priester: We speak with the agencies and determine whether or not a permit is needed based on 23 <br />the impact of the project. In this instance, the US Fish and Wildlife, we did not continue further past the 24 <br />scooping letter. 25 <br />Matt Rhoads: You have spoken with the North Carolina Department of Environment and Natural 26 <br />Resources regarding water quality? 27 <br />Rob Priester: Yes. 28 <br />Matt Rhoads: Do you have a permit through them, a 401? 29 <br />Rob Priester: We received the 401 permit; we have a couple of amendments to make. So again, that 30 <br />will be, once the final permit copy is approved, we will make sure you get a copy of it but we have it. We 31 <br />received that this past week I believe. 32 <br />Matt Rhoads: North Carolina Natural Heritage. Is there a permit received for that or just a notification? 33 <br />Rob Priester: I believe that was just an open letter as well. 34 <br />Matt Rhoads: North Carolina State Historic Preservation. 35
