One of the issues I wanted to talk about and I think that 1 <br />I’ll contact people on the Planning Board maybe the County Commissioners about the idea of starting to 2 <br />do some kind of consultation creating a consultation zone that I think these people know about where 3 <br />you don’t allow homes to encroach on these easements that once you allow encroachment that’s when 4 <br />things happen. I am going to speak to safety. 5 <br /> 6 <br />Larry Wright: Are you a safety officer? 7 <br /> 8 <br />Ann Oliver: No, but I have done a lot of research. 9 <br /> 10 <br />Larry Wright: You have to be have credentials to be able to address these elements. We can only take 11 <br />expert testimony. 12 <br /> 13 <br />Ann Oliver: Well you can look at these pictures and tell me if this is safe. 14 <br /> 15 <br />Mark Micol: Is that on the existing pipeline? 16 <br /> 17 <br />Ann Oliver: These, and there’s one in here that PSNC, they had an explosion, and this year in Asheville 18 <br />they, and I’ve got information about that. I’ve got the, on your CD, you would have the report that they 19 <br />filed with DOT, USDOT. That was an old pipe, that pipeline was damaged in 2003. It was two pipelines. 20 <br />They installed one in 2003 when they did it they damaged an existing pipeline that I think was installed in 21 <br />1963. They inspected that pipeline that erupted twice a year. Their inspections did not reveal any kind 22 <br />of corrosion or damage but that pipeline exploded. 23 <br /> 24 <br />Matthew Rhoads: Following up on what you were saying, she’s not an expert in pipeline safety so we 25 <br />believe that any of this is not legally competent. We object to the entire PowerPoint that has been 26 <br />handed up. It’s all hearsay, internet research, we can’t cross examine anybody who wrote any of those 27 <br />things. As to the pipeline in Ashville, my only comment to that would be the one that was damaged 10 28 <br />years later had an issue because of the damage that would have been detected had they been able to 29 <br />pig that line which this line can be pigged. So that damage could not be detected in line it would have 30 <br />been detected in this line. That’s just the nature of progressing technology. 31 <br /> 32 <br />Ann Oliver: Is the 10 inch pipeline being pigged? 33 <br /> 34 <br />Matthew Rhoads: The 10 inch pipeline at the end of this project will be able to be pigged and it is 35 <br />currently not able to be pigged. So this will increase the safety of not only the new pipeline but the 36 <br />existing pipeline. 37 <br /> 38 <br />Ann Oliver: So, in my testimony, I pulled a lot of information from the USDOT’s website, from the 39 <br />pipeline and hazardous material safety administration, there’s a lot of information in here with supporting 40 <br />reports that are peer reviewed that I would like y’all to take a look at. These guys know that there things 41 <br />called a high consequence area they have to by regulation, look at where their pipelines are and 42 <br />determine if any of them are running through what is called a high consequence area. Is that not 43 <br />correct? All of their pipelines are required to run a calculation to determine what the potential impact 44 <br />radius is and that determines if there is an explosion how far out this 45 <br /> 46 <br />Matthew Rhoads: Again, I object. She’s not an expert on this that’s actually not what the PIR does. 47 <br /> 48 <br />Larry Wright: Right, and the only thing we can go by is what our County issues with safety documents to 49 <br />us, our Planning Board issues. If you want to bring this up at one of their future hearings or the utilities 50 <br />commission by all means do it but this is not within our power. 51 <br /> 52 <br />Ann Oliver: Ok, fine. I would like to know what the PIR is for my pipeline that runs through my land 53 <br />anyone that goes through. I want to know what the PIR is combined with two pipelines. 54 <br /> 55
