There is an existing substation of some kind across 86 and the new one 7 <br />that they are building adjacent to my driveway on the west side of Old 86. They are relatively large and 8 <br />industrial looking facilities in which the pipes come up from above the ground and are linked to one 9 <br />another in a variety of ways that I don’t claim to understand. The one across from Old 86 appears 10 <br />occasionally to burn fuel or waste or something and this is in a residential area. There are apparently no 11 <br />efforts to obscure or beautify or landscape these facilities which is disappointing to me honestly. What 12 <br />we had before they came was a woodland and what we now have is an industrial site. So I’d encourage 13 <br />the Board in a third condition of this Special Use Permit to assure that PSNC folks take adequate steps 14 <br />to landscape their work such that it is consistent with the surrounding use of the land which is entirely 15 <br />residential and all the comments that I have. 16 <br /> 17 <br />Larry Wright: Thank you very much. Next. 18 <br /> 19 <br />Michael Harvey: Aaron Tartar. 20 <br /> 21 <br />Aaron Tartar: Hello, my name is Aaron Tartar, I’ve been sworn in. I am a property owner of 1008 Maple 22 <br />Ridge Drive it’s adjacent to the pipeline. I’m also the home owner’s association president for the 23 <br />neighborhood so I speak on behalf of myself and also the neighbors that are part of the neighborhood I 24 <br />represent. As the gas line comes through the back of our neighborhood and the surrounding 25 <br />neighborhoods the current easement for the 10 inch pipeline is 30 feet and the proposal wants to clear 26 <br />an additional 20 feet so they have 50 foot of easement to lay the new to have 25 feet on each side of the 27 <br />new 16 inch pipeline. One of the standards in the UDO says that they must act in a way that is 28 <br />harmonious with the environment with the community to try to preserve the character of the environment. 29 <br />What I don’t understand from the proposal, page 37 does list some rough drawings of why they might 30 <br />need 50 feet but there are no dimensions of the equipment there are no dimensions of the piles there are 31 <br />no dimensions of what room they need to move around in that space, so it doesn’t show to me why they 32 <br />couldn’t do it with less and they are proposing to take out 20 feet of width of trees which would 33 <br />significantly affect the character of the environment and would significantly affect the harmony of the 34 <br />community around it. I think in order for this plan to approved, they should show the dimensions 35 <br />specifically and justify that 50 feet. 36 <br /> 37 <br />Larry Wright: The tree removal, is this in a buffer zone that was part of the development that you are 38 <br />living in? 39 <br /> 40 <br />Aaron Tartar: Some of the trees are on a HOA common property and some of the trees are on private 41 <br />properties that are in the neighborhood. 42 <br /> 43 <br />Larry Wright: What I’m asking is when you made plans when you submit plans for development the 44 <br />County requires various buffers and are you aware that these may be part of these buffers? 45 <br /> 46 <br />Aaron Tartar: I’m not aware if they are or aren’t but the point is that they don’t specify any dimensions for 47 <br />justifying the 50 feet that they need. 48 <br /> 49 <br />Larry Wright: I see your argument, yes. 50 <br /> 51 <br />Aaron Tartar: It may be that it can be done in 40 feet and if it could be done in 40 feet or if it could be 52 <br />done within the 30 feet that they have already that would be a lot better for us. Maybe there is reason to 53 <br />take 50 feet but it’s just not clearly explained in the proposal there is nothing that justifies the dimensions. 54 <br />That the only thing that I have. 55
