Secondly, I have not heard two 1 <br />words tonight by any party one is rock the second is explosives. We’ve had a couple of things that have 2 <br />happened to our property along the way. When the 1999 Cardinal line went through, which you’ve got 3 <br />over there very rude approximation of the distance but it is really about 30, 35 feet roughly don’t hold me 4 <br />to any specifics numbers but on our property and we are on Bradshaw Quarry Road and it goes pretty 5 <br />much for several hundred yards, relatively flat and then drops off to the wetlands and to Turkey Hill 6 <br />Creek. When they got about two thirds of the way through and this was Cardinal, which again I realize 7 <br />is owned in part by PSNC, but they hit hard rock and all the boring in the world could not get the drills 8 <br />through it. I see patients all day so I got home late, and I just happened one night to run into the 9 <br />engineer and I said is this a danger? He said well when you set off any kind of charge you have to be 10 <br />concerned and I just happened to run into the engineer from Cardinal don’t ask me his name or what 11 <br />date it was, I can’t recall, but he said think several things can happen either the explosion will take from 12 <br />the dynamite or whatever explosive they use it will either go up, it’ll go forward and backwards from 13 <br />where they’ve already dug out or it goes lateral. I said that’s 30 odd feet away from the 1952 pipeline. I 14 <br />said is there a danger to that pipeline? 15 <br /> 16 <br />Matthew Rhoads: I’m going to object. This is all hearsay, this is not sworn testimony. 17 <br /> 18 <br />Timothy Ives: This is not hearsay. Sorry. 19 <br /> 20 <br />Larry Wright: Technically, isn’t it hearsay? 21 <br /> 22 <br />James Bryan: Yes, this is not in area….. 23 <br /> 24 <br />Larry Wright: I have to sustain his argument. 25 <br /> 26 <br />Timothy Ives: Then please at least get some independent engineers who know about pipeline safety 27 <br />and explosives. That’s all I’m asking to put it in that. I’ll stop my formal discussion. There is one though 28 <br />that is not hearsay and you can back this up with PSNC engineers, you can back it up with the Orange 29 <br />County Sheriff’s department whereby approximately 13 to 14 years ago, the junction box at the road 30 <br />blew. Now it did not explode but the actual pipeline itself and probably whatever couplings it had actually 31 <br />blew off and it was like four in the morning and it had a hard roar. Our neighbors are over in the back 32 <br />there and they had to move us a good half mile away from the actual box until they took it out or until 33 <br />they capped it or stopped it or something. I really want and I won’t get into detail again because it will be 34 <br />hearsay in your mind but clearly I want to make sure everyone who is either petitioning this group or 35 <br />ourselves to have a clear picture of what potentially could occur with that pipe. It really is a bit of a 36 <br />concern when we’re talking about these kind of things on something that I don’t even know what the half-37 <br />life of that pipe is or is there any national data to back it up. That’s what I’m asking you to provide, I work 38 <br />as a scientist and I want to know what the data are to really deal with something. I heard comments 39 <br />earlier tonight that well we don’t have a clear idea about the strength of that pipe and I can’t really qualify 40 <br />that piece of pipe back there but I want to know what the data are to really suggest that it’s going to be 41 <br />safe throughout the time because we’re still under that imposition. Lastly, we have measured our well. 42 <br />We have a well and it’s 20 feet from the 1952 line. That’s fact that’s not supposition. I would ask that 43 <br />you would also really look into the effects of any type of activity, explosion, excavations, construction on 44 <br />well safety and what well contamination. Has that been done to sufficient level by the County or by the 45 <br />state or by this Board. I’d like to see some hard evidence in your picture when you get to it. Lastly, there 46 <br />were comments about property values and I’ll leave that for others to it but I also would like to know or 47 <br />would like you to know are there other pipes that would be potentially put in terms of capacity beyond the 48 <br />1952 line beyond the 16” line that would be provided with this petition beyond the 24” line that is now in 49 <br />place from Cardinal are there other plans about capacity or is there a capacity to add even more lines 50 <br />because I think having that as clear picture is going to be important for the citizens, it’s going to be 51 <br />important for any type of person looking to sell or buy property and I think we really need. 52 <br /> 53 <br />Larry Wright: I have to respectfully say that is beyond the purview of this Board. Our Board just has no 54 <br />control. This is beyond us. We are very limited in our power. 55
