We got that. <br />5 <br />6 John Price: In your opinion does the potential value on property value if construction of the cell <br />7 tower is here vary depending upon the particular nature and character of the surrounding <br />8 community, home size, lot size, terrain? <br />9 <br />10 Michael Ogburn: I would believe it would seem reasonable that in a more urban locale you're <br />11 going to have more towers and all of that, it's going to be part of the infrastructure.... I'm not <br />12 saying it would have an impact but it would be part of the landscape, as it were. As you get <br />13 suburban you're going to see very few, and they're mostly going to be centered on major <br />14 thoroughfares close to some type of commercial development. Then when you get into a more <br />15 rural locale you don't expect to see them hardly at all, I mean, it's very unusual. <br />16 <br />17 John Price: Do you know what county Cobble Ridge and Sunset Ridge are located in? <br />18 <br />19 Michael Ogburn: Yes sir. They're both in Wake County. <br />20 <br />21 John Price: Are those developments zoned rural buffer? <br />22 <br />23 Michael Ogburn: No sir. <br />24 <br />25 John Price: Do you know what zoning category in Wake County would correspond to rural buffer? <br />26 <br />27 Michael Ogburn: The closest that we have, we don't have a rural buffer, the closest were be <br />28 R80W, that would be the largest site required to build a single - family dwelling. <br />29 <br />30 John Price: Are either Cobble Ridge or Sunset Ridge zoned R80W? <br />31 <br />32 Michael Ogburn: No, sir. <br />33 John Price: Are you familiar with and have you reviewed the Dove Field LLC property in relation of <br />34 that property the proposed cell tower? <br />35 <br />36 Michael Ogburn: Yes sir. <br />37 <br />38 John Price: Based upon the appraisal you performed for Mr. Gwen, in your experience, do you <br />39 have an opinion as to whether the values of the Dove Field property, including the home occupied <br />40 by Evan and Erin Gwen, the 40 -acre home site adjacent to the cell tower location, a 100 -acre <br />41 home site looking down on the proposed cell tower will or will not be impacted by the <br />42 construction? <br />43 <br />44 Michael Ogburn: So we would anticipate that closer proximity will adversely affect the values of <br />45 those properties also. <br />46 <br />47 John Price: And with respect to those properties would it also be in your opinion the same as <br />48 before that the impact will vary depending upon proximity and visibility of the tower somewhere <br />49 between 12 -20 %? <br />50 <br />OC Board of Adjustment — 12/12/16 Page 89 of 156 <br />
